Instructor Biographies

SESSION 1 - The Anatomy of a Critical Incident

  • Drew Evans, BCA Superintendent  Drew Evans was named the Superintendent of the BCA in fall 2015. Prior to this role, Evans worked for the BCA Investigations Division: Homicide Unit as a special agent and senior special agent where he conducted and oversaw violent crime investigations throughout Minnesota. He most recently served as the BCA Assistant Superintendent since 2012. Evans also served as a police officer for the city of White Bear Lake where he held a variety of roles, last as a detective, prior to joining the BCA.  Evans is a graduate of Metropolitan State University and received his Juris Doctor from William Mitchell College of Law. He is an alumnus of the FBI National Academy, has completed the IACP Leadership in Police Organizations program, and is a graduate of the BCA Management Series.

SESSION 2 - The Critical Incident Experience

  • Mike Goldstein, Plymouth Chief of Police In 1990, Mike started his formal career as a police officer with the City of Plymouth.  In 2004, after rising through the ranks, Mike was appointed to Chief of Police and to Emergency Management Director for the City of Plymouth.  In 2015, Mike was appointed to Director of Public Safety for the City where he leads both the police and fire departments. Mike is the President for the Minnesota Chiefs of Police Association, is a past President for the Hennepin County Police Chiefs Association and participates in several other law enforcement-related committees including the State of Minnesota’s Violent Crime and Coordinating Council (past Chair) and the Twin Cities Security Partnership Board of Directors.  Mike is also on the Board of Directors for three non-profits: Public Safety Ministries Incorporated, Boy Scouts of America’s Northern Star Council and Missions Incorporated. Mike has a Bachelor of Arts Degree in Criminal Justice and a Master of Arts Degree in Public Safety Education and Administration both from the University of St. Thomas. Mike is an adjunct faculty member at the University of St. Thomas and an assistant high school football coach at Providence Academy.
  • Dave Callister, Plymouth City Manager  Dave Callister has served as Plymouth city manager since July 2013. Prior to being appointed city manager, he served as the City of Plymouth’s administrative services director for 14 months. In that role, he oversaw the Assessing, City Clerk/Elections, Communications, Finance and IT divisions. Prior to working for the City of Plymouth, he served for eight years as a financial advisor and vice president at Ehlers & Associates. There he advised more than 50 municipalities on long-range financial planning, debt planning and economic development. Callister also has 18 years of city management experience. He served as city administrator in Osseo for 10 years and at the cities of Tonka Bay and Gaylord for four years each.

SESSION 4 - Recruiting High Quality Law Enforcement Leadership to your City

  • Sharon Klumpp, SVP Springsted Companies Sharon Klumpp is an organization and management consultant with Waters & Company, a Springsted Company. She has extensive experience specializing in organizational and departmental studies, human resource management and executive search for public agencies.She also assists governing bodies and senior-level managers in the development, execution and evaluation of strategic plan. Ms. Klumpp has extensive experience in serving government. She has served as Executive Director of the Metropolitan Council, a seven-county regional planning agency for the Minneapolis-Saint Paul metropolitan area, and as Associate Executive Director for the League of Minnesota Cities. Her experience also includes serving as City Administrator in Oakdale, Minnesota and as Assistant City Manager in both St. Louis Park, Minnesota and Saginaw, Michigan. Her private sector experience includes serving as the chief administrative officer for the Minneapolis office of a major global engineering and design firm. Ms. Klumpp also served as an adjunct instructor at Walden University, where she taught public administration and organizational change in the University’s School of Management. She served two terms on the Ramsey County Charter Commission and was chair for two year
SESSION 5 - Police Training: Basics and Beyond
  • Nate Gove, Minnesota POST Board Nate was appointed to the position of Executive Director of the Minnesota POST Board on November 10, 2014 after retiring from a police career in Minnesota of nearly 29 years.  Most recently, he served as a police officer with the Golden Valley Police Department for over 20 years, serving the last six years as a commander.  Prior to Golden Valley, he worked for two other progressive police agencies; the Elk River Police Department and the Minnetonka Police Department. Nate has a B.A. from Gustavus Adolphus College, law enforcement credits from Mankato State University, a Master’s Degree from the University of St. Thomas and is a graduate of the FBI National Academy in Quantico, Virginia. 

SESSION 6: Creating a Culture of Excellence

  • Paul Schnell, Inver Grove Heights Chief of Police  Paul Schnell is the new Inver Grove Heights chief of police. Schnnel has more than 20 years of policing experience in urban, suburban and rural communities.  He began his law enforcement career as a Carver county sheriff's deputy.  He joined the St. Paul Police Department in 1999 and during 12 years in a variety of position including patrol, investigative and administration.  He also served as the department's spokesperson for 4 years. In 2003, Paul was named the St. Paul Police Department Officer of the Year. Paul holds a Bachelor of Social Work degree from the University of St.Thomas and a Masters degree in Organizational Leadership from St. Catherine University both located in St. Paul, Minnesota. He is licensed in the State of Minnesota as both a Peace Officer and a Social Worker. Paul serves as an elected director on the Minnesota Chiefs of Police Association. He is active in a variety of community and non-profitorganizations. Paul regularly provides training in a variety of law enforcement specialties, including, investigating crimes of violence against women, law enforcement ethics, community policing and problem solving strategies, and diversity.
