As we approach the final months of 2023, we are gearing up for a robust legislative agenda in 2024. We understand that your input and ideas are invaluable to shaping our priorities for the upcoming Legislative Session in St. Paul.

We are excited to kick off our legislative efforts, but we need your help to make them as effective as possible. If you have suggestions, concerns, or specific issues you'd like us to address during the upcoming session, we invite you to propose legislation. Your participation in this process is crucial to ensure that we represent the best interests of our member communities.

CRITICAL ISSUES TRAINING SERIES

Save the date for this year's Hybrid Critical Issues Training Series!

This year's series will be held both in-person and virtually (hybrid) on November 15 and November 29 from 8 a.m.-12 p.m. at the Plymouth Community Center and dually broadcast via Zoom.

Topics include:

  • Recruitment 
  • New gun laws (background checks and ERPO)
  • Panel discussion with legislators to preview the 2024 legislative session
  • New cannabis law
  • Recent court decisions related to Use of Force.

MCPA STILL SELLING PERMITS TO PURCHASE CARDS

The Minnesota Chiefs of Police Association still sells Permits to Purchase cards!

Historically, the Chiefs Association and the Minnesota Sheriffs' Association were the two providers of Permit to Purchase cards to law enforcement agencies throughout the state. We recently found out that the Sheriff's Association is no longer providing them, and many of our members were contacted by a private vendor. 

This is a steady revenue stream for the MCPA that goes directly back to supporting our members. Please keep ordering from us!

CITY OF JANESVILLE HIRING FOR POLICE CHIEF

The City of Janesville is recruiting for a full-time Chief of Police. The Police Department consists of the Chief, one Sergeant, two full-time officers, and several part-time officers. This position is responsible for overseeing and directing the operations of the police department and its staff.

EXECUTIVE DIRECTOR REPORT

Governor Walz and Minority Leader Lisa Demuth publicly acknowledged Sunday morning that the SRO issue was significant and should be addressed in a Special Session

On Friday, Senate Majority Leader Kari Dziedzic asked us to draft legislative language addressing the SRO issue. Over the weekend, I drafted this bill language with other stakeholder groups and Senate non-partisan staff. Essentially, the proposed language would allow SROs and other officers contracted by a district to use force in accordance with MSS 609.06 in a school setting. We have heard clearly that creating two standards for the use of force will be problematic for various reasons. 

I want to thank all of you who reached out to your elected officials. Your calls and conversations have been immensely helpful. We will continue to monitor this issue closely and provide updates along the way.

The next step we hope to see is Governor Walz calling for a Special Session. That will only happen if he is convinced that there is general agreement within the House and Senate on bill language. In the meantime, please continue to have dialogue with Senate and House of Rep members in your areas.

The MN Chiefs of Police Foundation is proud to award $25,000 in Community Partnership Grants to 13 Minnesota Police Departments to help advance trust, transparency, and stronger partnerships between police and communities across the state.

The Foundation will offer additional grant opportunities to police departments in the future as funds are raised from generous donors from the community. We are on our way toward making a statewide impact. We look forward to hearing all the positive stories from our grant recipients!

Community Partnership Grant Program:

Advanced training can help Minnesota police departments better handle the challenging and evolving landscape of policing and is a significant priority.

We are all aware that the state of Minnesota is experiencing shortages in police officers, which has a severe impact on the safety and security of our communities. The Minnesota Chiefs of Police Foundation stands ready to help promote diversity and recruitment as a priority. The Wear the Badge initiative is an education and awareness campaign that helps those interested in law enforcement learn more about the profession. EXECUTIVE DIRECTOR REPORT

This week, the SRO bill was heard in two committees in the House. There have been multiple amendments to address our concerns that we brought forward in a letter dated February 9. We will continue to work with House and Senate legislators next week as this bill moves forward. The bill will be heard in the Senate Judiciary and Public Safety Committee on Monday. We anticipate one additional amendment that will address our concerns related to the duties of an SRO and the date that the SRO training would need to be completed. Thank you to Brooklyn Park Chief Mark Bruely for his testimony during Wednesday night's House Public Safety Committee.

TRAINING NOTICE RICK HODSDON'S EXTREME RISK PROTECTION ORDERS

The Minnesota Sheriffs' Association is hosting Rick Hodsdon's Live Online Training "Extrem Risk Protection Orders." Two dates available:

February 26, 2024, 12:30 pm to 4:30 pm or February 28, 2024, 8:30 am to 12:30 pm. 

On January 1, 2024, Minnesota joined the growing number of states that enacted a system for Extreme Risk Protection Orders (ERPO), commonly known as Red Flag laws, in an effort to reduce the use of guns for suicide and harm to others by people deemed dangerous to self or others, usually due to major mental health matters. Rick is going to walk you through the new statutes, what they do and do not do, how they are supposed to work, and what experience is showing so far how they really are being used. Since ERPO petitions can be brought by city police, city attorneys, county sheriffs, and county attorneys as well as family members, this class is useful and relevant to all members of those agencies as well as mental health providers and county mental health workers who also may have a role in this new challenging law.

ETI Session Highlight

Lessons Learned From Managing Crisis Events in Small Communities

In a span of several years, a small community in Wisconsin suffered through eight crisis events, including four that garnered national-level media attention. Four of the events involved the loss of human life: a U.S. Army soldier, two police officers, and a woman and her grandson. One event spanned over 4-weeks and involved multiple threats to individuals in the community, government, school officials, and the entire city infrastructure due to the local school district’s investigation into a Title IX issue.

In this session, you will learn how to manage highly public events and consider universal lessons learned.

"I GOT CAUGHT!" CAMPAIGN DISCONTINUED

According to AAA, a review of the program, priorities, and expenses was conducted to determine if this campaign would continue. Following that review, they determined the program would be discontinued in both Minnesota and North Dakota. DQ has advised AAA that if a law enforcement agency is interested in creating a similar, localized program, they should contact their local DQ restaurants to see if they might be interested. There may be other businesses in the communities served that may also have an interest in working with an agency on a similar project.

2nd Round of Community Partnership Grants

The MN Chiefs of Police Foundation (MCPF) is opening their second round of its Community Partnerships Grant Program with $25,000 in available funding, to help your agency deepen trust and partnerships with your community. This grant cycle opens Monday, June 26th, 2023 and closes August 4, 2023. All MCPA member agencies are eligible to submit a grant application however an agency is not eligible to apply if it already received a grant in this year. Take advantage of the Legal Assistance Program (LAP). This is a great opportunity for all Chiefs and Command Staff members to get legal assistance at a very affordable rate ($150 per year). And, a reminder to those who signed up for LAP last year, the plan year ends June 30. Be sure to renew to avoid any lapses in coverage. 

Some highlights of the first year:

  • We had approximately 100 participants
  • Several members reached out to Legal Assistance
  • The Attorneys representing our members were very responsive and successful in resolving issues
  • The services were valuable and very appreciated.

The new plan year begins July 1, and renewal invoices have been sent out already. If you didn't receive your renewal invoice, or if you want to join the program for the first time please use this link. The cost is unchanged from last year at $150 and payments are due June 30. If you did not enroll in the program during its first year, you should strongly consider enrolling for 2023-2024.

Join the Fridley Police Department on Friday, June 30, at 2 pm to honor Chief Brian Weierke on his retirement after nearly 28 years of service. There are several important components in the bill that were designed to address the recent trends and reduce the number of disability retirements by Officers impacted by PTSD. To help you better understand the new law, the League of Minnesota Cities is conducting a webinar tomorrow, July 11, from 11 am-12 pm. COMMUNITY PARTNERSHIPS GRANT PROGRAM

Need funding to support your community engagement efforts?

POST NEW POST RULES CHANGES VIRTUAL SESSION

If you missed the virtual session earlier this week you can now view the recording. POST Executive Director Erik Misselt discussed the new rule changes and new legislation that impact POST and your agencies. The league of Minnesota Cities is also hosting an upcoming webinar about understanding the impact of the Public Safety Duty Disability Law. You can register to attend that webinar on July 11 from 11 am-12 pm.
