SURVEY ON CLEO EMPLOYMENT CONTRACTS

Over the past couple of years, MCPA has been asked how many Chiefs have employment contracts. We have never been able to give a very good answer to that question. We know some have been able to negotiate contracts with their City, but we need to figure out how many. A very short survey has been created to help MCPA members better understand the number of Chiefs who have Contracts. The survey does not ask questions about individual compensation amounts. The survey is concise and should only take 1-2 minutes of your time. We will share the survey results with the membership once it is completed. Please click here to take the survey.

ETI SESSION HIGHLIGHT

Paul Butler from Paul Butler Presentations LLC, an expert in leadership and motivation, is bringing his motivational seminar to an ETI session this year. His topic, "Leadership for a Lifetime: How the Past Prepares Us for the Future," will cover what it takes to be a good professional and highlight the power of being a good person. Paul will illustrate how to apply individual talents to the group setting to make an unstoppable and productive team. 


APPLY FOR AN ETI SCHOLARSHIP (agencies w/ 10 officers or less)

Based on the success of the Minnesota Chiefs of Police Foundation (MCPF) over the previous year, they have decided to double the usual amount of Scholarships given out for ETI. In past years, they have awarded five $1,000 scholarships. This year, the Foundation will give out ten $1,000 scholarships to agencies of ten officers or fewer to attend ETI in April 2024. These scholarships create opportunities for Chiefs who do not have the resources to attend ETI at no cost to their agency. This is a huge gift to our membership.

If you are part of an agency with ten officers or less, apply online for a chance to be awarded $1,000 scholarship to attend ETI in St. Cloud this April 2024. Please contact [email protected] with any questions about the scholarships or the application process. Applications are due by February 7, and the agencies receiving awards will be notified by the first week of March.


PERMIT TO PURCHASE CARDS - SHIPPING DELAYS IN JANUARY

MCPA is unable to process shipping for Permit to Purchase cards to police departments between January 12 and 28. We will fulfill and resume regular shipping on January 29. If possible, we encourage you to get your orders before January 12 to avoid the processing delay.


CLEO & COMMAND ACADEMY

Transform your law enforcement career and take your leadership skills to new heights with CLEO & Command Academy. EXECUTIVE DIRECTOR REPORT

CLEO Survey on Employment Contracts

Thank you to the 120+ members who completed the recent survey on CLEO employment contracts. We received a lot of valuable information by doing this survey. The biggest takeaway is that over 20% of respondents have employment contracts. This is higher than expected. The survey also asked questions about other benefits received by CLEOs. Unsurprisingly, over 80% of respondents are provided a take-home vehicle. Other topics, including how annual COLA increases are set and severance packages when a Chief leaves, are included in the survey.

OFFICER RECRUITMENT PROGRAM

The Department of Public Safety, Office of Justice Programs (OJP) is requesting proposals to fund the Intensive Comprehensive Peace Officer Education and Training (ICPOET) program.

The program is intended to address the critical shortage of peace officers in the state by providing grants to law enforcement agencies that have developed a plan to recruit, educate, and train highly qualified and four-year college graduates to become license-eligible Minnesota peace officers.

The program period will be from April 1, 2024, through June 30, 2025. Local units of government, including cities, counties, and tribal governments, are eligible to apply. To view the request for proposals (RFP) visit the OJP webpage.

To apply: All applications must be submitted by Jan. 31, 2024, using e-grants, which is the OJP online grants management system.

EXECUTIVE DIRECTOR REPORT

This week, I'd like to provide you all with an update on the recent MCPA Strategic Planning Retreat that took place with MCPA staff, board members and regional representatives. The retreat, held January 8-9, was a pivotal event that allowed us to collectively assess our organization's current state, strengths, opportunities, and challenges. We dedicated significant time to delving into various aspects of our association's strategic direction. This planning retreat was led by Matt Bostrom, Ph.D., the President of the Center for Valued-Based Initiatives. Dr. Bostrom served as sheriff of Ramsey County from 2011 to 2017.

One key activity we did was identifying the strengths, opportunities, and challenges of MCPA. While the list is greater than this, here are some of the top items identified in each category.

Strengths:

  • Representative of statewide membership
  • Ability to make progress by balancing law enforcement and legislative perspectives
  • Political neutrality

Opportunities:

  • Increase quality and quantity of training for membership
  • Reinforce the MCPA as the primary voice for Minnesota law enforcement
  • Increase financial diversification

Challenges:

  • Long-term finances
  • Perception that the organization is only representative of larger cities
  • Physical geography of the state makes it difficult to meet in person with members

This discussion helped lead us to determine MCPA's goals for 2024-25. We must have a clear vision of what we need to accomplish to continue and grow upon our success as an organization. The five goals identified are:

  1. Federal grant for Development of Statewide Accreditation Program
  2. MCPA Training: Leadership Academy, CLEO & Command, Critical Issues
  3. MCPA Legislative Advocacy
  4. MCPA Communications
  5. Executive Training Institute (ETI) Conference

Within each of these goals, we discussed and brainstormed plans of attack and solutions relating to the importance of the goal, its impact on MCPA's reputation and credibility, the financial considerations, and the operational capacity needed to complete each goal. While most of these goals are all areas that sound familiar to everyone and things we already do as an Association, we've identified areas of growth in each goal.

One specific area for improvement that was discussed in depth was finding ways to better support our members from small departments. We will be working with our regional representatives to identify the needs and areas where the MCPA can provide a higher level of service to small departments.

In the coming weeks, we will be sharing more detailed insights and action plans stemming from the retreat. Your input and collaboration will be invaluable as we work together to implement these strategic initiatives.

Thank you for your continued commitment to the MCPA. We look forward to the positive impact we can achieve as an association through the pursuit of our shared goals.

MN FUSION CENTER WANTS YOUR INPUT

As the State's designated fusion center, MN Fusion Center is responsible for facilitating the exchange of information between Federal and State, Local, Territorial, and Tribal partners. With that in mind, they would like to start hosting regular information-sharing meetings to establish an open line of communication between the MN Fusion Center and Law Enforcement leadership or their designee throughout Minnesota.

EXECUTIVE DIRECTOR REPORT

The Legislature will be going back in the session next Monday. The SRO issue will be front and center during the first week of the session. Currently, this SRO Bill is scheduled to be heard in the House Education Committee next Monday afternoon and in House Public Safety next Tuesday evening.

The Bill that will be heard next week addresses our concerns about the lack of clarity around what statute will guide an SRO's authority to use force. MN Statute 609.06 (use of force) is the statute that dictates an SRO's authority to use force in a school setting. However, the Bill also requires all SROs to attend training provided by the MN School Safety Center or the National School Resource Office Association. We have concerns about the date by which the SROs would need to be trained. The Bill also defines the duties of an SRO. The League of Minnesota Cities has concerns about this language. We share those concerns. The Bill also directs the POST to create a model policy for agencies with SROs. We have asked that additional law enforcement stakeholder groups be involved in that process.

The MCPA has been meeting with legislative leaders to request some modifications to the proposed Bill. We are working with the League of Minnesota Cities and other Law enforcement groups to ensure our concerns are heard. Weekly Legislative Update

Each week during the legislative session, Cozen O'Connor, we will assemble weekly updates for MCPA to share with our membership. These will arrive every Friday and will be included in the following week's C-Notes.

SRO UPDATE

This week, the SRO Bill made its final committee stop in the House. The Bill is currently scheduled to be heard on the House floor on Monday, March 4. The Bill still has one more Committee hearing in the Senate (Finance Committee). After that hearing, it will go to the Senate floor for a final vote. If the Senate and House bills remain identical, the Bill can then be advanced to the Governor for his signature. If either body (House or Senate) accepts amendments that create a situation where the bills are not identical, there could be a conference committee to reconcile the differences. Here is a letter of support that was submitted to House leadership earlier this week.

ETI Session Highlight

Courage Under Fire: Roseville PD's Response to an Active Shooter Incident

What started as a typical Tuesday night in Roseville turned into a near-deadly assault. An active shooter was on the loose in one ordinarily quiet neighborhood, resulting in one Roseville officer being struck in the head by gunfire. Officers worked diligently to keep their wounded colleague conscious and ultimately rescue him from the hot zone all while the shooter repeatedly fired upon them. After one hour and 200 shots fired, responding officers were able to locate the suspect and end the threat.

Chief Erika Scheider will take you through a firsthand journey of the events of that night and the days and months that followed. Session highlights will include her reflection on the experience, lessons learned, and insights into how law enforcement can lead through active shooter and "officer down" situations. Chief Scheider will also share the steps her department took to ensure how officer wellness was, and continues to be, a top priority following the events on April 5, 2022.


Excellence in Innovation Award

The MCPA Excellence in Innovation Award recognizes large and small Minnesota municipal police agencies and their CLEOs for superior achievement and innovation. This award program is designed to recognize exceptional, innovative, and extraordinary achievement in law enforcement programs, efforts, or initiatives that benefit law enforcement as a profession.

The award highlights the achievement of agencies in implementing an innovative program or initiative that enhances the effectiveness of law enforcement and the communities they are sworn to protect and serve. The 2023 Excellence in Innovation Awards will be presented at MCPA's Executive Training Institute (ETI) in St. Cloud.

Review the criteria and nominate an agency by March 15.


Law Enforcement Survey Follow-Up

The MN BCA, the MN Chiefs of Police Association, and the MN Sheriffs Association (MSA) thank you for taking our survey to help us determine what barriers and gaps exist in the educational needs of Minnesota's law enforcement. City of Brooklyn Center Hiring Police Chief

Brooklyn Center is seeking a community-oriented, transformational Police Chief to lead a Department comprised of five divisions: Administration, Community Services, Investigation, Patrol, and Support Services. Reporting to the city manager, the police chief is responsible for developing and directing a public safety program to prevent crimes, protect lives, enforce laws and ordinances, and maintain public order for the people of the City. Raymond Derailment Proves Value of CERT Program

When a train derailment on March 30, 2023, led to a fire in downtown Raymond, Minnesota first responders sprang into action.

Despite it being the middle of the night, they weren't alone. Members of the Willmar Area Community Emergency Response Team (CERT) joined them as most of the small city — about 800 people — was evacuated to nearby Prinsburg. Read on.
