EXECUTIVE DIRECTOR REPORT
Yesterday, we were notified by the U.S. Department of Justice that the MCPA has been selected to receive a grant for approximately $360,000 to develop and implement a Statewide Law Enforcement Accreditation Program. We applied for this grant in May and are very excited with today's news. Law enforcement accreditation is a self-initiated, voluntary process where agencies operate within a specific set of state and nationally-recognized standards or best practices within the industry. Accrediting bodies compile these best practices and regulations into standards manuals.
To maintain and prove compliance with these standards, agencies typically have to develop policies, training, and accountability for areas such as:
- High-liability areas (vehicle pursuits, vehicle operation, critical incident response, investigative techniques, use of force, etc.)
- Personnel management
- Evidence handling
We will begin the process of developing the Minnesota accreditation program over the coming months. One of the first steps will be to hire a person to manage and develop the program. You will see more information about that position in the very near future.

REMEMBERING CHIEF JAMES STALOCH
It is with deep sadness that we share the passing of Chief James Staloch, whose unwavering dedication and service to the city of Waseca will forever be remembered. He leaves behind a profound impact on his community and will be greatly missed. For more information about his life and legacy, plus funeral information, please refer to his obituary.
CITY OF JANESVILLE HIRING FOR POLICE CHIEF
The City of Janesville is recruiting for a full-time Chief of Police. The Police Department consists of the Chief, one Sergeant, two full-time officers, and several part-time officers. This position is responsible for overseeing and directing the operations of the police department and its staff.

OFFICER DOWN MEMORIAL PODCAST
The Officer Down Memorial Podcast is researching fallen hero stories for its 2024 episodes. They are looking for fallen hero stories here in Minnesota, where the fallen hero's family and agency are ready to share their stories. They usually stay away from stories that are any more recent than ten years unless the family is comfortable with sharing. More often than not, anything more current is too soon for many of these families.
Their biggest fear with this project is revictimizing these families and/or officers involved, which is why they usually avoid anything more recent than 10 years.
Every family that they've worked with has told them that being involved in the process of sharing their fallen hero's story has been therapeutic for them and helped them through their grieving process. Many have also learned things about their fallen hero they had never heard before.
If you have a hero story you feel needs to be shared, please let them know. They would love the opportunity to help you ensure your fallen hero is never forgotten!
What they would be looking for from your office is copies of:
- Narrative reports
- Evidence photos
- Interview transcripts
- 911/radio transcripts
- Audio from 911/radio from the incident
- Any media retained (TV video or newspaper) from incident coverage
- Any media/photos retained from the funeral
- Pictures of the fallen hero

At last week's board meeting, the MCPA Board of Directors approved the 2024 MCPA Legislative Agenda. Thank you to all of our legislative committee members who took the time to meet and help construct this year's agenda. The areas that are new to our legislative agenda include:
- Addressing School resource Officer issue
- Developing a Deferred Retirement Option Program (DROP)
- Stiffer penalties for Fleeing in a Motor Vehicle and modifying the vehicle tracking device las to allow pursuit intervention technology to be used.

MCPA LEGISLATOR RECOGNITION AWARD LUNCHEON
This year, MCPA honored Senator Nick Frentz and Representative Kaohly Her. Together, they took on one of the most pressing challenges impacting Law Enforcement agencies across the state for the past few years: mental health for public safety professionals and, specifically, the issue of skyrocketing duty disabilities related to PTSD.
The journey to passing this legislation differed from your typical public safety bill process. Senator Frentz and Representative Her had to work with a large group of public safety stakeholders, who didn’t always agree on how this issue should be addressed. At several points, they compromised with various stakeholders to keep this bill moving forward. They also had to work within their respective legislative bodies to gain bipartisan support to pass this bill. As this bill was moving through the various committees, there was a relatively small but very vocal contingent within the public safety community working very hard to block the bill from being passed.
None of these challenges or obstacles deterred these legislators from accomplishing the objective of passing the most comprehensive and impactful public safety mental health legislation in the Nation.
MCPA was proud to award the 2023 Legislator Recognition Award to Senator Nick Frentz and Representative Kaohly Her for their outstanding determination and resolve to address these vitally important issues.
*Rep Her was out of state attending a conference at the time of the award luncheon, but she has expressed her sincere appreciation for receiving this award.
NEW CHIEF AT LE SUEUR PD. JOIN NEW CHIEF PILAR STIER AT HER SWEARING IN CEREMONY ON NOVEMBER 27.
On Monday, November 27, at the Le Sueur-Henderson High School Auditorium, (901 Ferry St. in Le Sueur), new Le Sueur Police Chief Pilar Stier will take her oath. This will occur at the end of the regular City Council meeting, at roughly 7:15 pm. The Oath will be administered on stage, and following the badge pinning, Council will adjourn the meeting and guests/public are invited join a reception in the High School Commons area immediately following adjournment. The Commons are located right outside the Auditorium, and light refreshments will be served.

INTENSIVE COMPREHENSIVE PEACE OFFICER EDUCATION AND TRAINING PROGRAM
The Intensive Comprehensive Peace Officer Education and Training (ICPOET) Program provides grant funding to assist Minnesota law enforcement agencies with hiring!
The ICPOET appropriation is designed to recruit candidates who may be interested in a career transition into law enforcement. Before the end of 2023, the Minnesota Department of Public Safety’s Office of Justice Programs (OJP) will release a request for proposal (RFP) for law enforcement agencies to apply for this program.
OJP will reimburse law enforcement agencies for the costs of a candidate who already holds a two or four-year degree from a regionally accredited college or university while they obtain the required Professional Peace Officer Education (PPOE). This includes the candidate’s salary while they are attending schooling in a cohort-style offering.
The attached document compares two OJP grant opportunities that will be available to law enforcement agencies before the end of the year!
Meet with ICPOET Program Administrator Mary Vukelich, as she explains the statute and process for applying. Participants may ask questions about possible barriers and challenges your agency may have in considering the funding opportunity. Law enforcement agencies can also schedule individual information sessions by reaching out to Mary using the email below.

EXECUTIVE DIRECTOR REPORT
Last Wednesday, we wrapped up this year's Critical Issues Series. This year we tried something new by offering the series in person and online. We have approximately 130 attendees at each session. The series included some important and timely topics. If you have registered for this training the recordings have been made available.
The final training included a session on:
- Use of Force 2.0 (Duty to Intervene and Duty to Render Aid) by Imran Ali
- State-funded recruitment Programs (Intensive Comprehensive Police Officer Education Program and Pathways to Policing grants by Mary Vukalich and Kristian Lail
- New Cannabis Laws (Enforcement, Searches, and Employment issues) by Mitchel Cell and Imran Ali.

LEADERSHIP ACADEMY
This week at Camp Ripley, the MCPA is conducting our 3rd Leadership Academy of 2023.
We have 42 new leaders from agencies all over the state attending this week's Leadership Academy. This course has been updated to include relevant and timely presentations that will help prepare new leaders for the challenges they will face in their new positions.

As you know, November 29 marked the 11th anniversary of Officer Decker's EOW. We keep Tommy and all fallen officers and their families in our prayers.
Here is a wonderful photo album of last year's commemoration ceremony created by Jackie Bergeron from Minnesota Cops. It is a great keepsake as a way of honoring all of our brave men and women in blue.
Thanks to all of you who made the beautiful Officer Tom Decker Minnesota Law Enforcement Memorial a reality this year, as it stands proudly in front of the Cold Spring Police Station.

NATIONAL NIGHT OUT (NNO) 2023
The National Association of Town Watch awarded Maple Grove 1st Place in its population class of 50,000–100,000 for their city’s NNO activities in 2023. Twenty-three other cities across the nation received awards in the same population class. Brooklyn Park is the only other Minnesota city in this population class to receive an award at 4th Place. The top ten ranked cities in our population class are listed below. Minneapolis and St. Paul are the only additional Minnesota cities receiving awards for NNO events. Those cities ranked 5th and 8th, respectively, within the population class over 300,000.
