Weekly Legislative Update
Each week during the legislative session, Cozen O'Connor, we will assemble weekly updates for MCPA to share with our membership. These will arrive every Friday and will be included in the following week's C-Notes.
SRO UPDATE
This week, the SRO Bill made its final committee stop in the House. The Bill is currently scheduled to be heard on the House floor on Monday, March 4. The Bill still has one more Committee hearing in the Senate (Finance Committee). After that hearing, it will go to the Senate floor for a final vote. If the Senate and House bills remain identical, the Bill can then be advanced to the Governor for his signature. If either body (House or Senate) accepts amendments that create a situation where the bills are not identical, there could be a conference committee to reconcile the differences. Here is a letter of support that was submitted to House leadership earlier this week.

ETI Session Highlight
Courage Under Fire: Roseville PD's Response to an Active Shooter Incident
What started as a typical Tuesday night in Roseville turned into a near-deadly assault. An active shooter was on the loose in one ordinarily quiet neighborhood, resulting in one Roseville officer being struck in the head by gunfire. Officers worked diligently to keep their wounded colleague conscious and ultimately rescue him from the hot zone all while the shooter repeatedly fired upon them. After one hour and 200 shots fired, responding officers were able to locate the suspect and end the threat.
Chief Erika Scheider will take you through a firsthand journey of the events of that night and the days and months that followed. Session highlights will include her reflection on the experience, lessons learned, and insights into how law enforcement can lead through active shooter and "officer down" situations. Chief Scheider will also share the steps her department took to ensure how officer wellness was, and continues to be, a top priority following the events on April 5, 2022.
Excellence in Innovation Award
The MCPA Excellence in Innovation Award recognizes large and small Minnesota municipal police agencies and their CLEOs for superior achievement and innovation. This award program is designed to recognize exceptional, innovative, and extraordinary achievement in law enforcement programs, efforts, or initiatives that benefit law enforcement as a profession.
The award highlights the achievement of agencies in implementing an innovative program or initiative that enhances the effectiveness of law enforcement and the communities they are sworn to protect and serve. The 2023 Excellence in Innovation Awards will be presented at MCPA's Executive Training Institute (ETI) in St. Cloud.
Review the criteria and nominate an agency by March 15.
Law Enforcement Survey Follow-Up
The MN BCA, the MN Chiefs of Police Association, and the MN Sheriffs Association (MSA) thank you for taking our survey to help us determine what barriers and gaps exist in the educational needs of Minnesota's law enforcement. Based on your responses, we are already planning to add new courses, more classes, and more On the Road opportunities around Minnesota in the upcoming fiscal year! Read the full survey report.
City of Brooklyn Center Hiring Police Chief
Application deadline: Thursday, March 21, 2024 Brooklyn Center is seeking a community-oriented, transformational Police Chief to lead a Department comprised of five divisions: Administration, Community Services, Investigation, Patrol, and Support Services. Reporting to the city manager, the police chief is responsible for developing and directing a public safety program to prevent crimes, protect lives, enforce laws and ordinances, and maintain public order for the people of the City. To do this, they will develop a community-centered culture within the department and coordinate an integrated approach to public safety with other department heads. Learn more and apply.
Raymond Derailment Proves Value of CERT Program
When a train derailment on March 30, 2023, led to a fire in downtown Raymond, Minnesota first responders sprang into action.
Despite it being the middle of the night, they weren't alone. Members of the Willmar Area Community Emergency Response Team (CERT) joined them as most of the small city — about 800 people — was evacuated to nearby Prinsburg. Read on.

Executive Director Report
The SRO Bill has now passed through all the Committee hearings. We are hoping the Senate will take up the Bill on the Senate floor on Monday, March 11. MCPA has worked diligently with Majority and Minority leaders in the Senate to ensure we have the votes to pass this Bill on Monday. If this happens it will go to the Governor for his signature as early as Tuesday. I encourage you all to reach out to your local Senators and ask them to vote yes on Monday.
Thank you to everyone who has been involved with this process along the way. Many hours, meetings, and testimonies have gone into our work with the SRO bill.

This year, the Minnesota Chiefs of Police Foundation is thrilled to be able to award 17 ETI scholarships (for $1,000 each) to small agency Police Chiefs. This is up from just five in the previous years. These scholarships create opportunities for Chiefs who do not have the resources to attend ETI at no cost to their agency. This is a tremendous gift of $17,000 to our membership, made possible by those people and organizations who generously donate to the Minnesota Chiefs of Police Foundation. This year's scholarship recipients are from the following agencies:

SRO Update
In other news, yesterday the SRO bill passed in the House and Senate was signed by the Governor. The latest version clarifies the standard for SRO Use of Force, most notably stating that School Resource officers are not school employees or agents of the district and, therefore, not subject to the tighter restrictions on force. Be sure to review the new law before you make a decision about returning your SRO's. Click here to read the new law. You can also read this week's session update provided by Cozen O'Conner.
MCPA has worked diligently with Majority and Minority leaders throughout this entire process. Once again, I'd like to thank everyone who has been involved with this process since last year, when the original version of this Bill became law. Many hours, meetings, and testimonies have gone into our work with the SRO bill, and it has had a significant impact on the end result we see today.

Breakout Session: Panel - Resources for Small Agencies
All agencies operate from the same level of principles and best practices, but not all agencies share the same resources. In this breakout session, Chief Terry Stier will lead a panel discussion geared explicitly toward CLEOs of smaller agencies.
This panel of CLEOs from small to mid-sized agencies from across the state will explore topics such as hiring and retention, becoming a new chief, how to manage high profile cases, handling audits, tips for agencies that can't offer quite the same benefits as surrounding, larger, agencies, plus more.
This session will be an opportunity for leaders from smaller agencies to participate in open dialogue, ask questions, and take home great ideas from other agencies.

Thank You From Mall of America
Mall of America is dedicated to showing gratitude to the law enforcement agencies who work hard to keep our communities safe. As a special thank you, they have been offering free Nickelodeon Universe unlimited ride wristbands for licensed off-duty officers and retired officers for the past year and a half. It has been incredible hearing the outpouring of support for this program. Due to the positive response, they are continuing to provide this offering and evolving the program to include Crayola Experience wristbands.
Officers can now receive up to two Nickelodeon Universe unlimited ride wristbands and two Crayola Experience wristbands per day. Officers can redeem their free wristbands at any Mall of America guest service desk or staffed ticketing location inside Nickelodeon Universe or Crayola Experience. When picking up the wristbands, officers must be present and show a valid law enforcement ID. The officer will also be asked to provide their name, department, city, and email address. The wristbands are only valid on the day they are received.
Thank you for your service. Mall of America hopes you and your officers enjoy a fun-filled day with them.

At ETI this year, we are trying something new. We want to provide all conference attendees the best possible opportunity to interact with the more than 125 vendors set up at the Expo. Tuesday, April 16, will be "Expo Day," and the Expo will stay open from 11:15 a.m.-6:15 p.m. The Expo will remain open during the afternoon breakout session for those who would like additional time to meet with vendors. You should feel free to visit with vendors and check out their products and services during this time.
Also, we invite you to bring your staff members who are responsible for purchasing. They can tour the Expo on Tuesday for free; however, they should register for this event so they can obtain proper credentials for the Expo.

ETI Session Highlight
Lessons Learned From Managing Crisis Events in Small Communities
In a span of several years, a small community in Wisconsin suffered through eight crisis events, including four that garnered national-level media attention. Four of the events involved the loss of human life: a U.S. Army soldier, two police officers, and a woman and her grandson. One event spanned over 4-weeks and involved multiple threats to individuals in the community, government, school officials, and the entire city infrastructure due to the local school district's investigation into a Title IX issue. Each of these events was unique, putting a tremendous strain on local government resources to manage the events and mitigate further risk. Each event caused a significant emotional strain on citizens in the community, causing political strife and division within the city. Attend this session to learn how to manage highly public events and consider universal lessons learned.
Safe Road Zones
The Minnesota Department of Transportation and Department of Public Safety is excited to announce an opportunity to improve safety on Minnesota roadways!
In the 2023 Transportation Omnibus bill, a new program entitled Safe Road Zones was developed. The program is explained in the 2023 Minnesota Transportation Omnibus Bill and enables government agencies (State, Tribal, County, City, and/or Township) to request the creation of a proposed “Safe Road Zone”. This is to be done collectively by the chief law enforcement officer of a political subdivision, the road authority/owner, and the chief executive officer, board member, or appointed designee. The funding from the legislature includes $1,000,000 for the development and delivery of public awareness and education about the safe road zone. Also, an additional $1,000,000 is available for additional traffic safety enforcement activities within the safe road zones.
The legislation states that applications will be based on the evaluation of traffic safety concerns for the street or highway, including, but not limited to, excessive speed, crash history, safety of pedestrians, bicyclists, or other vulnerable road users, intersection risks, and roadway design.
Find attached is the application to apply for this available funding! Also attached are two “mock” applications to help explain what MnDOT and DPS envision these funds could be used for. The application also contains more information regarding the rules, intent, and process for this funding.

Mall of America is dedicated to showing gratitude to the law enforcement agencies who work hard to keep our communities safe. As a special thank you, they have been offering free Nickelodeon Universe unlimited ride wristbands for licensed off-duty officers and retired officers for the past year and a half. It has been incredible hearing the outpouring of support for this program. Due to the positive response, they are continuing to provide this offering and evolving the program to include Crayola Experience wristbands.
Officers can now receive up to two Nickelodeon Universe unlimited ride wristbands and two Crayola Experience wristbands per day. Officers can redeem their free wristbands at any Mall of America guest service desk or staffed ticketing location inside Nickelodeon Universe or Crayola Experience. When picking up the wristbands, officers must be present and show a valid law enforcement ID. The officer will also be asked to provide their name, department, city, and email address. The wristbands are only valid on the day they are received.
