Public Sponsorship Program

Our association provides a number of benefits and programs to its members and the citizens of Minnesota. Among them are:

  • Chief Law Enforcement Officer (CLEO) and Command Academy
    for first and second in command in law enforcement agencies: ethics-based executive leadership training;
  • Leadership Academy for training of mid-level supervisors;
  • Representation on state-level public safety advisory boards and task forces;
  • Lobbying of the Minnesota Legislature on law enforcement issues, such as: the primary seat belt law, opposing medical use of marijuana, lesser fines for minor traffic violations, monitoring of gang strike force laws, and opposition of authentic-looking toy guns;
  • Online resources and weekly public safety electronic communication, in collaboration with state and federal public safety agencies
  • Annual scholarship program for law enforcement students;
  • Consultation and mentoring services for agencies and municipalities; and
  • The largest law enforcement executive annual training and exhibit expo in the Midwest.

The sample model policies below are available to provide police administrators with access to police policies and procedures in use by law enforcement agencies.  Please email [email protected] if you would like to contribute sample policies. It is best to have your city/county attorney review the policies you use.

The job of a Minnesota law enforcement executive has evolved over time and continues to become more complex each year. New laws, rules and requirements require our members to continually upgrade their knowledge and skills in order to be effective managers. The Minnesota Chiefs of Police Association is constantly striving to keep their members informed.


The Boards of Directors, Regional Representatives and Committees are working hard to achieve the goals of our Association and Foundation. They strive to keep you

informed and equipped to serve the citizens in the most professional and effective manner possible. It is hoped that this manual will be one of many benefits of your

participation in the organizations that represent the finest law enforcement executives in the country.


The Association provides this material for general informational purposes. This reference guide is the compilation of many documents gathered into one manual for your easy reference. It is not intended to provide legal advice and should not be used as a substitute for competent legal guidance. Sample documents must be tailored to the needs of the individual city or county. All legal documents should be reviewed by an attorney before final action or implementation.
