Resources for Safe Harbor Law Transition

The new Safe Harbor law, in effect since last August, protects those under 18 who are sexually exploited (exchanging sex acts for money, food, shelter, or drugs; involved in prostitution; stripping; child pornography; sex trafficking). Minors can no longer be arrested or detained for these crimes but must instead be treated as victims.

Law enforcement leadership should do several things:

1. READ THE MEMO: Identify your region below and click the appropriate link to download a memo with critical background information. Circulate your region-specific memo to all senior leadership.

 3. TRAIN YOUR TEAM:

  • Every officer in your agency: A series of roll-call videos, as well as an accompanying “Street Officer Resource Guide,” will be provided to you in early 2016. The videos should be viewed by every officer in your agency.
