EXECUTIVE DIRECTOR REPORT

MCPA expresses our deepest condolences to the Fargo Police Department and their community following the tragic line-of-duty death of one of their officers and the critical injury of two additional officers. We share in their grief and send thoughts of comfort to their agency, the families involved, and the residents of Fargo.

As of today, I am aware of the following information regarding Officer Jake Wallin's funeral. 

Location: Pequot Lakes High School, Pequot Lakes, MN
Time: Saturday, July 22, 2023 at 10:30 a.m.

There will be no visitation prior to the service. Fargo PD will be processing the urn to Pequot Lakes Saturday morning. Service will be held in the school gymnasium (with auxiliary spaces with seating for 3,000) with law enforcement honors outside the school after.

If any other details come up from now until then we will post them in Tradewing.

COMMUNITY PARTNERSHIPS GRANT PROGRAM

Need funding to support your community engagement efforts?

The MN Chiefs of Police Foundation (MCPF) has opened the second round of its Community Partnerships Grant Program with $25,000 in available funding to help your agency deepen trust and partnerships with your community. This grant cycle opens Monday, June 26, and closes on August 4, 2023. All MCPA member agencies are eligible to submit a grant application. However, an agency is not eligible to apply if it has already received a grant this year.

POST NEW POST RULES CHANGES VIRTUAL SESSION

If you missed the virtual session earlier this week you can now view the recording. POST Executive Director Erik Misselt discussed the new rule changes and new legislation that impact POST and your agencies. The league of Minnesota Cities is also hosting an upcoming webinar about understanding the impact of the Public Safety Duty Disability Law. You can register to attend that webinar on July 11 from 11 am-12 pm.


KSTP SEGMENT ON THE NEW BCA REPORT

Last week, KSTP aired a segment about the BCA report on no-knock warrants. The state’s first full-year no-knock warrant report has been released. You can view the full report online.

Executive Director Potts was interviewed for this segment and shared how there will likely be even fewer no-knock warrants happening in the future and how agencies have already been turning to technology instead of no-knock warrants. You can view this interview at KSTP-TV.


DATE CHANGE FOR SEPTEMBER LEADERSHIP ACADEMY

LEGAL ASSISTANCE PROGRAM (LAP)

Take advantage of the Legal Assistance Program (LAP). This is a great opportunity for all Chiefs and Command Staff members to get legal assistance at a very affordable rate ($150 per year). And, a reminder to those who signed up for LAP last year, the plan year ends June 30. Be sure to renew to avoid any lapses in coverage. 

Some highlights of the first year:

  • We had approximately 100 participants
  • Several members reached out to Legal Assistance
  • The Attorneys representing our members were very responsive and successful in resolving issues
  • The services were valuable and very appreciated.

The new plan year begins July 1, and renewal invoices have been sent out already. If you didn't receive your renewal invoice, or if you want to join the program for the first time please use this link. The cost is unchanged from last year at $150 and payments are due June 30. If you did not enroll in the program during its first year, you should strongly consider enrolling for 2023-2024.
