EXECUTIVE DIRECTOR REPORT

Has your agency registered for the MCPA Critical Issues series? The series starts on Wednesday, November 15. You won't want to miss out on these timely and relevant sessions that will help you lead your agency more effectively in the coming year. 

The 2023 Critical Issues in Public Safety Training Series has been announced, and we are seeing many agencies taking advantage early and signing their departments up to attend either in person at the Plymouth Community Center or virtually. Register yourself or your agency for this year's series on November 15 and 29.

Session topics this year include:
  • New firearms laws and universal background checks
  • 2024 legislative preview panel discussion 
  • Extreme risk protection orders
  • POST recruitment portal

MCPA NOW HIRING A DIRECTOR OF MN LAW ENFORCEMENT ACCREDITATION PROGRAM

MCPA has been selected by the U.S. Department of Justice to receive a grant for approximately $360,000 to develop and implement a Statewide Law Enforcement Accreditation Program.

Law enforcement accreditation is a self-initiated, voluntary process where agencies operate within a specific set of state and nationally-recognized standards or best practices within the industry. Accrediting bodies compile these best practices and regulations into standards manuals. 

To maintain and prove compliance with these standards, agencies typically have to develop policies, training, and accountability for areas such as:

  • High-liability areas (vehicle pursuits, vehicle operation, critical incident response, investigative techniques, use of force, etc.)
  • Personnel management
  • Evidence handling

We will begin the process of developing the Minnesota accreditation program over the coming months. One of the first steps will be to hire a person to manage and develop the program. CLEO & COMMAND ACADEMY

The Minnesota POST Board has approved CLEO as essential training for Minnesota police chiefs (33 credits). Seasoned instructors with experience in police leadership or legal expertise in Minnesota teach the Training Academy.

  • Branding/crafting your department's image
  • Diversity inclusion
  • Media Relations
  • Data practices
  • The politics of being a chief, how departments get sued, and how chiefs get fired

OFFICER DOWN MEMORIAL PODCAST

The Officer Down Memorial Podcast is researching fallen hero stories for its 2024 episodes. They are looking for fallen hero stories here in Minnesota, where the fallen hero's family and agency are ready to share their stories. They usually stay away from stories that are any more recent than ten years unless the family is comfortable with sharing. More often than not, anything more current is too soon for many of these families. 

Their biggest fear with this project is revictimizing these families and/or officers involved, which is why they usually avoid anything more recent than 10 years. 

Every family that they've worked with has told them that being involved in the process of sharing their fallen hero's story has been therapeutic for them and helped them through their grieving process. Many have also learned things about their fallen hero they had never heard before.

If you have a hero story you feel needs to be shared, please let them know. They would love the opportunity to help you ensure your fallen hero is never forgotten!

What they would be looking for from your office is copies of:

  • Narrative reports
  • Evidence photos
  • Interview transcripts
  • 911/radio transcripts
  • Audio from 911/radio from the incident
  • Any media retained (TV video or newspaper) from incident coverage
  • Any media/photos retained from the funeral
  • Pictures of the fallen hero
