EXECUTIVE DIRECTOR REPORT

Our first session of the 2023 Critical Issues Series was held on November 15. We had four great sessions, including the 2024 legislative review panel, which featured Speaker of the House Rep. Melissa Hortman, Senate Majority Leader Kari Dziedzic, Senator Zach Duckworth, and Representative Jeff Witte. 

The second session is this Wednesday, November 29. It will feature a session on the Use of Force with an emphasis on Duty to Intervene/Render Aid, state-funded officer recruitment programs, and a session on the new cannabis law. These vital sessions will better prepare you for 2024. Register now to participate in Wednesday's in-person session at the Plymouth Community Center or online. All individual registrants will get access to every session recording, including the November 15 sessions. If an agency purchases the unlimited option, they can share the video links with everyone in their agency.

MCPA HIRING A DIRECTOR OF MN LAW ENFORCEMENT ACCREDITATION PROGRAM

MCPA has been selected by the U.S. Department of Justice to receive a grant for approximately $360,000 to develop and implement a Statewide Law Enforcement Accreditation Program.

Law enforcement accreditation is a self-initiated, voluntary process where agencies operate within a specific set of state and nationally recognized standards or best practices within the industry. Accrediting bodies compile these best practices and regulations into standards manuals. 

To maintain and prove compliance with these standards, agencies typically have to develop policies, training, and accountability for areas such as:

  • High-liability areas (vehicle pursuits, vehicle operation, critical incident response, investigative techniques, use of force, etc.)
  • Personnel management
  • Evidence handling

We will begin the process of developing the Minnesota accreditation program over the coming months. One of the first steps will be to hire a person to manage and develop the program. Please see the new job description for the Director of Minnesota Law Enforcement Accreditation Program. Please share this with anyone you think is qualified.

INTENSIVE COMPREHENSIVE PEACE OFFICER EDUCATION AND TRAINING PROGRAM

The Intensive Comprehensive Peace Officer Education and Training (ICPOET) Program provides grant funding to assist Minnesota law enforcement agencies with hiring!

The ICPOET appropriation is designed to recruit candidates who may be interested in a career transition into law enforcement. Before the end of 2023, the Minnesota Department of Public Safety’s Office of Justice Programs (OJP) will release a request for proposal (RFP) for law enforcement agencies to apply for this program.  

OJP will reimburse law enforcement agencies for the costs of a candidate who already holds a two or four-year degree from a regionally accredited college or university while they obtain the required Professional Peace Officer Education (PPOE). This includes the candidate’s salary while they are attending schooling in a cohort-style offering.  

The attached document compares two OJP grant opportunities that will be available to law enforcement agencies before the end of the year!

Participants may ask questions about possible barriers and challenges your agency may have in considering the funding opportunity. Law enforcement agencies can also schedule individual information sessions by reaching out to Mary using the email below.
