EXECUTIVE DIRECTOR REPORT

Extreme Risk Protection Orders (ERPO). This new Law goes into effect on January 1.

Over the past few months, we have met with several other stakeholders to help prepare for this new Law. The stakeholders include DPS, courts, county attorneys, city attorneys, POST, MN Sheriffs Association, and others. To help prepare for the new Law, we have compiled a list of resources on ERPO for you to use as you plan for the new Law. More resources will be made available after January 1.

The Law in Minnesota allows law enforcement, family, and household members to petition for an ERPO. In other states that have passed ERPO legislation, the vast majority of ERPOs are filed by law enforcement agencies.

Below is a list of resources for you to review as you prepare your agencies for this new Law:

The League of MN cities is working on a Patrol Training module on ERPOs. Because this law is new and there are several complexities of the new law, the training is not yet ready for distribution on the Patrol online training platform. They anticipate the release of this training in the first quarter of 2024.

I encourage you to review the resources above. Until there are additional resources and training, we also encourage you to work with your local city attorney and/or County Attorney to process and serve ERPOs. This is new territory for all agencies in Minnesota with no current case law in Minnesota to guide the way.

The legislature appropriated $250,000 for firearms storage in 2023. The grant program is currently being offered by DPS. The link to the grant program is included in the resources above.

Survey on CLEO Employment Contracts

Over the past couple of years, I have been asked how many Chiefs have employment contracts. I have never been able to give a very good answer to that question. I know some have been able to negotiate contracts with their City, but I have no idea how many. I have prepared a very short survey to help provide MCPA members with a better understanding of the number of Chiefs who have Contracts. The survey does not ask questions about individual compensation amounts. The survey is very short and should only take 1-2 minutes of your time. MCPA is excited to announce that registration is now open for the 2024 Executive Training Institute Conference! This year, the education we are offering at ETI embraces the reality we face in the noble profession of policing. APPLY FOR AN ETI SCHOLARSHIP (agencies w/ 10 officers or less)

Based on the success of the Minnesota Chiefs of Police Foundation (MCPF) over the previous year, they have decided to double the usual amount of Scholarships given out for ETI. In past years, they have awarded five $1,000 scholarships. This year, the Foundation will give out ten $1,000 scholarships to agencies of ten officers or fewer to attend ETI in April 2024. These scholarships create opportunities for Chiefs who do not have the resources to attend ETI at no cost to their agency. This is a huge gift to our membership.

If you are part of an agency with ten officers or less, apply online for a chance to be awarded $1,000 scholarship to attend ETI in St. Cloud this April 2024. Please contact [email protected] with any questions about the scholarships or the application process. Applications are due by February 7, and the agencies receiving awards will be notified by the first week of March.

PERMIT TO PURCHASE CARDS - SHIPPING DELAYS IN JANUARY

MCPA is unable to process shipping for Permit to Purchase cards to police departments between January 12 and 28. We will fulfill and resume regular shipping on January 29.

If possible, we encourage you to get your orders before January 12 to avoid the processing delay.

HSEM TRANSITION TO BASIC ACADEMY

Changes have been made to HSEM's Emergency Management certification program. View this FAQ document that was shared with all county/city Emergency Managers in November 2023.

MDH NALOXONE ORDERING PLATFORM

The Minnesota Department of Health has recently developed a portal for law enforcement and other mandated groups to order naloxone at no cost to their agency. Due to the portal's success, MDH has decided to migrate the portal over to a new ordering platform that will be more efficient and provide a better ordering experience for agencies. 

The current Naloxone Portal will no longer be accessible starting today, Thursday, 12/7/23.

Emergent Customer Operations will contact all current portal users in 7-10 business days to receive login information to the new platform. This contact will be by email and include the web page for ordering and instructions for your username and password. When complete, you will be able to log in and continue to order naloxone on the state's account as a general user. Naloxone will still be at no cost to you and your organization.

How does this affect you?

  1. There will be a new portal on a new web page. If you are receiving this message, within 7-10 business days, you will receive an email from Emergent Customer Operations on how to access the new ordering platform. Once you are able to log in, you will be able to place an order as needed.
  2. Better experience and access to order information. You will be able to log into your account with Emergent on the Narcan Direct website and see the status of your order.
  3. Timelier fulfillment of orders. This new ordering platform allows program staff to review and approve orders in a timelier manner that will get them to you and others more quickly than the previous portal.
  4. The Naloxone Standing Order and Portal web page will be updated with new guidance, links to recommended training, and information for this.

CLEO & COMMAND ACADEMY
