C-NOTES: March 15, 2024Executive Director Report This year, the Minnesota Chiefs of Police Foundation is thrilled to be able to award 17 ETI scholarships (for $1,000 each) to small agency Police Chiefs. This is up from just five in the previous years. These scholarships create opportunities for Chiefs who do not have the resources to attend ETI at no cost to their agency. This is a tremendous gift of $17,000 to our membership, made possible by those people and organizations who generously donate to the Minnesota Chiefs of Police Foundation. This year's scholarship recipients are from the following agencies:
SRO Update In other news, yesterday the SRO bill passed in the House and Senate was signed by the Governor. The latest version clarifies the standard for SRO Use of Force, most notably stating that School Resource officers are not school employees or agents of the district and, therefore, not subject to the tighter restrictions on force. Be sure to review the new law before you make a decision about returning your SRO's. Click here to read the new law. You can also read this week's session update provided by Cozen O'Conner. MCPA has worked diligently with Majority and Minority leaders throughout this entire process. Once again, I'd like to thank everyone who has been involved with this process since last year, when the original version of this Bill became law. At the meeting, you'll have the opportunity to vote for the MCPA's new Board members and get updated on the Association's most recent initiatives. BCA Survey The BCA is conducting a survey to learn more about how to better serve their partner agencies. They ask that you (or the appropriate person from your agency) provide input before Wednesday, March 27. Your input will be used to strengthen our strategic planning efforts. Register for MCPA's 2024 Executive Training Institute Conference! This year, the education we are offering at ETI embraces the reality we face in the noble profession of policing. Scheduled from April 15-18, 2024, this year's ETI will take place at Rivers Edge Convention Center in St. Cloud. Programming begins mid-day on April 15 and ends at noon on April 18. ETI EXPO Day is Tuesday, April 16, from 11:30 a.m. to 6:15 p.m. It is a completely free event for all members of Minnesota law enforcement. You do not have to be registered for the conference to visit the ETI Expo Hall in St. Cloud. Visit with over 100 vendors and companies that support and provide services and products for law enforcement agencies throughout the state. Expo Day is free to attend, but you need to pre-register. Click "partial attendance" on the registration page and then choose EXPO Only for $0.00 or EXPO with Lunch for $35. *If you can't make it on April 16, stop by on April 17 from 11:15 a.m. to 1 p.m. Registration is still required. ETI Session Highlight Breakout Session: Panel - Resources for Small Agencies All agencies operate from the same level of principles and best practices, but not all agencies share the same resources. In this breakout session, Chief Terry Stier will lead a panel discussion geared explicitly toward CLEOs of smaller agencies. This panel of CLEOs from small to mid-sized agencies from across the state will explore topics such as hiring and retention, becoming a new chief, how to manage high profile cases, handling audits, tips for agencies that can't offer quite the same benefits as surrounding, larger, agencies, plus more. This session will be an opportunity for leaders from smaller agencies to participate in open dialogue, ask questions, and take home great ideas from other agencies. Excellence in Innovation Award The MCPA Excellence in Innovation Award recognizes large and small Minnesota municipal police agencies and their CLEOs for superior achievement and innovation. This award program is designed to recognize exceptional, innovative, and extraordinary achievement in law enforcement programs, efforts, or initiatives that benefit law enforcement as a profession. The award highlights the achievement of agencies in implementing an innovative program or initiative that enhances the effectiveness of law enforcement and the communities they are sworn to protect and serve. The 2023 Excellence in Innovation Awards will be presented at MCPA's Executive Training Institute (ETI) in St. Cloud. Review the criteria and nominate an agency by March 15. Chief Lenny Austin Retirement Celebration After 29 years with the Columbia Heights Police Department and a 33-year law enforcement career, Chief Austin is retiring. Join him for a special retirement celebration on Thursday, April 25.
Thank You From Mall of America Mall of America is dedicated to showing gratitude to the law enforcement agencies who work hard to keep our communities safe. As a special thank you, they have been offering free Nickelodeon Universe unlimited ride wristbands for licensed off-duty officers and retired officers for the past year and a half. It has been incredible hearing the outpouring of support for this program. Due to the positive response, they are continuing to provide this offering and evolving the program to include Crayola Experience wristbands. Officers can now receive up to two Nickelodeon Universe unlimited ride wristbands and two Crayola Experience wristbands per day. Officers can redeem their free wristbands at any Mall of America guest service desk or staffed ticketing location inside Nickelodeon Universe or Crayola Experience. When picking up the wristbands, officers must be present and show a valid law enforcement ID. The officer will also be asked to provide their name, department, city, and email address. The wristbands are only valid on the day they are received. Thank you for your service. Mall of America hopes you and your officers enjoy a fun-filled day with them. |
