Executive Director Report

At ETI this year, we are trying something new. We want to provide all conference attendees the best possible opportunity to interact with the more than 125 vendors set up at the Expo. Tuesday, April 16, will be "Expo Day," and the Expo will stay open from 11:15 a.m.-6:15 p.m. The Expo will remain open during the afternoon breakout session for those who would like additional time to meet with vendors. You should feel free to visit with vendors and check out their products and services during this time.

Also, we invite you to bring your staff members who are responsible for purchasing. They can tour the Expo on Tuesday for free; however, they should register for this event so they can obtain proper credentials for the Expo.

MCPA Annual Elections and 2024 Virtual Annual Meeting - April 24

If you would like to join the team of committed and dedicated CLEOs who lead the MCPA, please consider running for one of the open positions on our Board of Directors. We are now accepting applications for the Board positions listed below:

Join us via Zoom on April 24 at 12 PM for the MCPA's 2024 Annual Meeting. At the meeting, you'll have the opportunity to vote for the MCPA's new Board members and get updated on the Association's most recent initiatives. A Zoom link will be sent out as the date draws closer. Please note: only voting members (CLEOs) can vote for MCPA board members.


BCA Survey

The BCA is conducting a survey to learn more about how to better serve their partner agencies.

They ask that you (or the appropriate person from your agency) provide input before Wednesday, March 27. Your input will be used to strengthen our strategic planning efforts.

ETI Session Highlight

Lessons Learned From Managing Crisis Events in Small Communities

In a span of several years, a small community in Wisconsin suffered through eight crisis events, including four that garnered national-level media attention. Four of the events involved the loss of human life: a U.S. Army soldier, two police officers, and a woman and her grandson. One event spanned over 4-weeks and involved multiple threats to individuals in the community, government, school officials, and the entire city infrastructure due to the local school district's investigation into a Title IX issue. Each of these events was unique, putting a tremendous strain on local government resources to manage the events and mitigate further risk. Each event caused a significant emotional strain on citizens in the community, causing political strife and division within the city. Attend this session to learn how to manage highly public events and consider universal lessons learned.


Safe Road Zones

The Minnesota Department of Transportation and Department of Public Safety is excited to announce an opportunity to improve safety on Minnesota roadways!

In the 2023 Transportation Omnibus bill, a new program entitled Safe Road Zones was developed. The program is explained in the 2023 Minnesota Transportation Omnibus Bill and enables government agencies (State, Tribal, County, City, and/or Township) to request the creation of a proposed “Safe Road Zone”. This is to be done collectively by the chief law enforcement officer of a political subdivision, the road authority/owner, and the chief executive officer, board member, or appointed designee. The funding from the legislature includes $1,000,000 for the development and delivery of public awareness and education about the safe road zone. Also, an additional $1,000,000 is available for additional traffic safety enforcement activities within the safe road zones.

The legislation states that applications will be based on the evaluation of traffic safety concerns for the street or highway, including, but not limited to, excessive speed, crash history, safety of pedestrians, bicyclists, or other vulnerable road users, intersection risks, and roadway design. 

Find attached is the application to apply for this available funding! Also attached are two “mock” applications to help explain what MnDOT and DPS envision these funds could be used for. The application also contains more information regarding the rules, intent, and process for this funding.

Mall of America is dedicated to showing gratitude to the law enforcement agencies who work hard to keep our communities safe. As a special thank you, they have been offering free Nickelodeon Universe unlimited ride wristbands for licensed off-duty officers and retired officers for the past year and a half. It has been incredible hearing the outpouring of support for this program. Due to the positive response, they are continuing to provide this offering and evolving the program to include Crayola Experience wristbands.

Officers can now receive up to two Nickelodeon Universe unlimited ride wristbands and two Crayola Experience wristbands per day. Officers can redeem their free wristbands at any Mall of America guest service desk or staffed ticketing location inside Nickelodeon Universe or Crayola Experience. When picking up the wristbands, officers must be present and show a valid law enforcement ID. The officer will also be asked to provide their name, department, city, and email address. The wristbands are only valid on the day they are received.
