Executive Director Report

Our annual conference is right around the corner, and I'm excited to connect with many of you. This year's ETI event promises an invaluable opportunity for law enforcement leaders throughout our state to gather, learn, and connect. We have close to 400 attendees already registered for the conference. However, If you have not already registered, there is still time. I encourage you to register for ETI in St. Cloud, April 15-18. The week will kick off with a presentation from Chief Erika Scheider, who will share her insights and experiences from Roseville PD's response to an active shooter incident in their community. Her presentation, "Courage Under Fire," will provide crucial lessons and strategies that we can all learn from as we strive to keep our communities safe. In addition to Chief Scheider's presentation, the conference will feature a great lineup of sessions led by local and nationally known speakers. One of the highlights of ETI is the Expo, where attendees can explore the latest products and services from over 130 vendors. With extended Expo hours each day, attendees will have ample time to engage with companies and discover innovative solutions that can benefit their departments.

ETI isn't just a conference. It's a platform for collaboration and growth within our law enforcement community. By coming together, sharing knowledge, and embracing new ideas, we can continue to elevate our policing practices and better serve the communities we protect.

ETI Session Highlight

Updates Roundup: BCA, General Counsel, Accreditation Program, and MCPA 

Superintendent Drew Evans of the BCA will update attendees on BCA programs and initiatives that impact and support their law enforcement partners across the state, including updates on laboratory operations, the new Violent Crime Unit, MNJIS, and more. 

Andy LeFevour and Ron Wiles will share the journey behind developing MCPA's Law Enforcement Accreditation program. They'll dive into why accreditation is important and what steps are needed to achieve accreditation. 

Imran Ali will discuss critical issues affecting law enforcement from the capital and beyond.   

Jeff Potts, MCPA Executive Director, will provide updates on several MCPA key initiatives as well as an overview of the Association's recent strategic planning session.   


ETI Expo Day - FREE!

ETI Expo Day is Tuesday, April 16, from 11:30 a.m. to 6:15 p.m. It is a completely free event for all members of Minnesota law enforcement. You do not have to be registered for the conference to visit the ETI Expo Hall in St. Cloud. 

Visit with over 100 vendors and companies that support and provide services and products for law enforcement agencies throughout the state. Expo Day is free to attend, but you need to pre-register. Click "partial attendance" on the registration page and then choose EXPO Only for $0.00 or EXPO with Lunch for $35.

Safe Road Zones

The Minnesota Department of Transportation and Department of Public Safety is excited to announce an opportunity to improve safety on Minnesota roadways!

In the 2023 Transportation Omnibus bill, a new program entitled Safe Road Zones was developed. The program is explained in the 2023 Minnesota Transportation Omnibus Bill and enables government agencies (State, Tribal, County, City, and/or Township) to request the creation of a proposed “Safe Road Zone”. This is to be done collectively by the chief law enforcement officer of a political subdivision, the road authority/owner, and the chief executive officer, board member, or appointed designee. The funding from the legislature includes $1,000,000 for the development and delivery of public awareness and education about the safe road zone. Also, an additional $1,000,000 is available for additional traffic safety enforcement activities within the safe road zones.

The legislation states that applications will be based on the evaluation of traffic safety concerns for the street or highway, including, but not limited to, excessive speed, crash history, safety of pedestrians, bicyclists, or other vulnerable road users, intersection risks, and roadway design. 

Find attached is the application to apply for this available funding! Also attached are two “mock” applications to help explain what MnDOT and DPS envision these funds could be used for. The application also contains more information regarding the rules, intent, and process for this funding.

Thank You From Mall of America

Mall of America is dedicated to showing gratitude to the law enforcement agencies who work hard to keep our communities safe. As a special thank you, they have been offering free Nickelodeon Universe unlimited ride wristbands for licensed off-duty officers and retired officers for the past year and a half. It has been incredible hearing the outpouring of support for this program. Due to the positive response, they are continuing to provide this offering and evolving the program to include Crayola Experience wristbands.

Officers can now receive up to two Nickelodeon Universe unlimited ride wristbands and two Crayola Experience wristbands per day. Officers can redeem their free wristbands at any Mall of America guest service desk or staffed ticketing location inside Nickelodeon Universe or Crayola Experience. When picking up the wristbands, officers must be present and show a valid law enforcement ID. The officer will also be asked to provide their name, department, city, and email address. The wristbands are only valid on the day they are received.

Thank you for your service. Mall of America hopes you and your officers enjoy a fun-filled day with them.


Jon Christopher Mangseth

We are deeply saddened to hear of the passing of retired Police Chief Jon Mangseth last week. Jon retired from the St. Anthony Police Department at the end of January after nearly 30 years of service to the community. During his time with St. Anthony, he served as a patrol officer, patrol sergeant, and use-of-force instructor, was a member of the East Metro SWAT Team, and was the Police Chief since 2016. Those who worked with Jon described him as a rock, calm and measured, sound in judgment, an incredible coach and mentor, trustworthy, and a true leader. He will be missed by all who had the privilege to know him. Our thoughts are with the Mangseth family.


Rochester House of Shields Supporting Law Enforcement Throughout the U.S.

Members of the Rochester Police Department and Olmsted County Sheriff’s Office support their fellow law enforcement officers receiving care at Mayo Clinic by providing housing during their stay in Rochester. The Rochester House of Shields is led by a volunteer board from both law enforcement organizations.  Incoming Board President, Sgt. Caleb Tesdahl (RPD), said “I am proud to say we are a 100% volunteer run organization and funded entirely by donations.”  The non-profit was formed in 2008 by now-retired Officer Don Bray to support law enforcement who come to Rochester to receive life-saving medical care.  Housing is provided at no cost to any current or retired police officer, sheriff’s deputy, or state trooper.  “Law enforcement throughout the Midwest and over 40 states have come to the House of Shields, filling our rooms around 85% of the nights” said Sgt. Tesdahl.   That mission continues today; however, new challenges are facing the organization.  For example, renting apartment units is no longer a viable option so there is hope to buy an entire house near the Mayo campus.  As a result, a large fundraising campaign has begun.  Professional Standards Manager Rob Jarrett (RPD) is chair of the fundraiser and said, “We’d love to have Police Chiefs and all law enforcement join us this summer for a fun-filled day of golf supporting a great cause.”  The tournament will feature a hole-in-one contest and special games that even non-golfers will enjoy – including the longest marshmallow drive!
