EXECUTIVE DIRECTOR REPORT

I'm pleased to welcome Acacia Huss-Zirzow to the MCPA team. Acacia has a background in nonprofit management and brings a wealth of expertise to the Program and Administrative Coordinator position.

Acacia's commitment to excellence and passion for community service make her a valuable asset to the association. Her previous roles at Wells Fargo Home Mortgage, Habitat for Humanity, and Marigold Home Inspections have equipped her with invaluable skills in grant administration, donor development, database management, event planning, logistics, and department support. Her proficiency in coordinating programs and managing administrative tasks will undoubtedly contribute to the continued success of the Minnesota Chiefs of Police Association.

We warmly welcome Acacia to our team and look forward to the positive impact she will make in advancing our mission.

LEGAL ASSISTANCE PROGRAM (LAP)

As we approach the end of the first year of the MCPA Legal Assistance Program (LAP), I would like to share some thoughts about the program's first year. We had approximately 100 participants in the first year. We provided several members with legal assistance. Because of the attorney-client privilege, I cannot share the names or specifics of the situations that led to members reaching out for legal assistance. Still, I can tell you that the services were valuable and very appreciated. In one case, I was told that the attorney saved the member from losing their job. In other cases, I was told that legal services were critical to restoring the working relationship between our members and their City Administrator.

The program is valuable, and it works. We are keeping the annual cost affordable at only $150 for the year. If you have any questions about the program, please reach out to me directly. Renewal notices will be sent out to those who enrolled in the program during 2022. You can also use this link to request an invoice. The plan year runs from July 1st - June 31st. If you did not enroll in the program during its first year, you should strongly consider enrolling for 2023-2024.

Chief Brian Weierke Retirement Celebration

Join the Fridley Police Department on Friday, June 30, at 2 pm to honor Chief Brian Weierke on his retirement after nearly 28 years of service. XYLAZINE 101: A TRAINING FOR FIRST RESPONDERS

PAARI is currently collaborating with research partners Brandeis University and Thomas Jefferson University to help law enforcement address the emerging threat of xylazine, an animal sedative that is being mixed into opioids and other stimulants (often called "tranq" on the streets). Just over one month ago, the White House's Drug Czar declared xylazine an "Emerging Threat," underscoring the importance of this topic on a national level.

TWINS HOST LAW ENFORCEMENT APPRECIATION NIGHT

The Minnesota Twins are teaming up with the National Law Enforcement Officers Memorial Fund (NLEOMF) and the Minnesota Law Enforcement Memorial Association on Friday, August 4, 2023 for the annual Law Enforcement Night at Target Field. Join us as we celebrate and honor the commitment of law enforcement and public safety personnel who keep our communities safe.

Executive Director Report

Our annual conference is right around the corner, and I'm excited to connect with many of you. This year's ETI event promises an invaluable opportunity for law enforcement leaders throughout our state to gather, learn, and connect. The week will kick off with a presentation from Chief Erika Scheider, who will share her insights and experiences from Roseville PD's response to an active shooter incident in their community. Her presentation, "Courage Under Fire," will provide crucial lessons and strategies that we can all learn from as we strive to keep our communities safe. In addition to Chief Scheider's presentation, the conference will feature a great lineup of sessions led by local and nationally known speakers. ETI Session Highlight

Updates Roundup: BCA, General Counsel, Accreditation Program, and MCPA 

Superintendent Drew Evans of the BCA will update attendees on BCA programs and initiatives that impact and support their law enforcement partners across the state, including updates on laboratory operations, the new Violent Crime Unit, MNJIS, and more. 

Andy LeFevour and Ron Wiles will share the journey behind developing MCPA's Law Enforcement Accreditation program. They'll dive into why accreditation is important and what steps are needed to achieve accreditation. 

Imran Ali will discuss critical issues affecting law enforcement from the capital and beyond.   

Jeff Potts, MCPA Executive Director, will provide updates on several MCPA key initiatives as well as an overview of the Association's recent strategic planning session.   


ETI Expo Day - FREE!

ETI Expo Day is Tuesday, April 16, from 11:30 a.m. to 6:15 p.m. It is a completely free event for all members of Minnesota law enforcement. You do not have to be registered for the conference to visit the ETI Expo Hall in St. Cloud. 

Visit with over 100 vendors and companies that support and provide services and products for law enforcement agencies throughout the state. Expo Day is free to attend, but you need to pre-register. Safe Road Zones

The Minnesota Department of Transportation and Department of Public Safety is excited to announce an opportunity to improve safety on Minnesota roadways!

In the 2023 Transportation Omnibus bill, a new program entitled Safe Road Zones was developed. The program is explained in the 2023 Minnesota Transportation Omnibus Bill and enables government agencies (State, Tribal, County, City, and/or Township) to request the creation of a proposed “Safe Road Zone”. This is to be done collectively by the chief law enforcement officer of a political subdivision, the road authority/owner, and the chief executive officer, board member, or appointed designee. The funding from the legislature includes $1,000,000 for the development and delivery of public awareness and education about the safe road zone. Also, an additional $1,000,000 is available for additional traffic safety enforcement activities within the safe road zones.

The legislation states that applications will be based on the evaluation of traffic safety concerns for the street or highway, including, but not limited to, excessive speed, crash history, safety of pedestrians, bicyclists, or other vulnerable road users, intersection risks, and roadway design. 

Find attached is the application to apply for this available funding! Also attached are two “mock” applications to help explain what MnDOT and DPS envision these funds could be used for. The application also contains more information regarding the rules, intent, and process for this funding.

Mall of America is dedicated to showing gratitude to the law enforcement agencies who work hard to keep our communities safe. As a special thank you, they have been offering free Nickelodeon Universe unlimited ride wristbands for licensed off-duty officers and retired officers for the past year and a half. It has been incredible hearing the outpouring of support for this program. Due to the positive response, they are continuing to provide this offering and evolving the program to include Crayola Experience wristbands.

Officers can now receive up to two Nickelodeon Universe unlimited ride wristbands and two Crayola Experience wristbands per day. Officers can redeem their free wristbands at any Mall of America guest service desk or staffed ticketing location inside Nickelodeon Universe or Crayola Experience. When picking up the wristbands, officers must be present and show a valid law enforcement ID. The officer will also be asked to provide their name, department, city, and email address. The wristbands are only valid on the day they are received.

Thank you for your service. Mall of America hopes you and your officers enjoy a fun-filled day with them.


Jon Christopher Mangseth

We are deeply saddened to hear of the passing of retired Police Chief Jon Mangseth last week. Jon retired from the St. Anthony Police Department at the end of January after nearly 30 years of service to the community. During his time with St. Anthony, he served as a patrol officer, patrol sergeant, and use-of-force instructor, was a member of the East Metro SWAT Team, and was the Police Chief since 2016. Those who worked with Jon described him as a rock, calm and measured, sound in judgment, an incredible coach and mentor, trustworthy, and a true leader. He will be missed by all who had the privilege to know him. Our thoughts are with the Mangseth family.


Rochester House of Shields Supporting Law Enforcement Throughout the U.S.

Members of the Rochester Police Department and Olmsted County Sheriff’s Office support their fellow law enforcement officers receiving care at Mayo Clinic by providing housing during their stay in Rochester. The Rochester House of Shields is led by a volunteer board from both law enforcement organizations.  Incoming Board President, Sgt. Caleb Tesdahl (RPD), said “I am proud to say we are a 100% volunteer run organization and funded entirely by donations.”  The non-profit was formed in 2008 by now-retired Officer Don Bray to support law enforcement who come to Rochester to receive life-saving medical care.  Housing is provided at no cost to any current or retired police officer, sheriff’s deputy, or state trooper.  “Law enforcement throughout the Midwest and over 40 states have come to the House of Shields, filling our rooms around 85% of the nights” said Sgt. Tesdahl.   That mission continues today; however, new challenges are facing the organization.  For example, renting apartment units is no longer a viable option so there is hope to buy an entire house near the Mayo campus.  As a result, a large fundraising campaign has begun.  Professional Standards Manager Rob Jarrett (RPD) is chair of the fundraiser and said, “We’d love to have Police Chiefs and all law enforcement join us this summer for a fun-filled day of golf supporting a great cause.”  The tournament will feature a hole-in-one contest and special games that even non-golfers will enjoy – including the longest marshmallow drive! 2nd Round of Community Partnership Grants

The MN Chiefs of Police Foundation (MCPF) is opening their second round of its Community Partnerships Grant Program with $25,000 in available funding, to help your agency deepen trust and partnerships with your community. This grant cycle opens Monday, June 26th, 2023 and closes August 4, 2023. All MCPA member agencies are eligible to submit a grant application however an agency is not eligible to apply if it already received a grant in this year.   • The Attorneys representing our members were very responsive and successful in resolving issues
  • The services were valuable and very appreciated.

The new plan year begins July 1, and renewal invoices have been sent out already. If you didn't receive your renewal invoice, or if you want to join the program for the first time please use this link. EXECUTIVE DIRECTOR REPORT

MCPA expresses our deepest condolences to the Fargo Police Department and their community following the tragic line-of-duty death of one of their officers and the critical injury of two additional officers. We share in their grief and send thoughts of comfort to their agency, the families involved, and the residents of Fargo.

As of today, I am aware of the following information regarding Officer Jake Wallin's funeral. 

Location: Pequot Lakes High School, Pequot Lakes, MN
Time: Saturday, July 22, 2023 at 10:30 a.m.

There will be no visitation prior to the service. Fargo PD will be processing the urn to Pequot Lakes Saturday morning. Service will be held in the school gymnasium (with auxiliary spaces with seating for 3,000) with law enforcement honors outside the school after.

If any other details come up from now until then we will post them in Tradewing.

Need funding to support your community engagement efforts?

POST NEW POST RULES CHANGES VIRTUAL SESSION

If you missed the virtual session earlier this week you can now view the recording. POST Executive Director Erik Misselt discussed the new rule changes and new legislation that impact POST and your agencies. The league of Minnesota Cities is also hosting an upcoming webinar about understanding the impact of the Public Safety Duty Disability Law. You can register to attend that webinar on July 11 from 11 am-12 pm.


KSTP SEGMENT ON THE NEW BCA REPORT

Last week, KSTP aired a segment about the BCA report on no-knock warrants. The state’s first full-year no-knock warrant report has been released. You can view the full report online.

Executive Director Potts was interviewed for this segment and shared how there will likely be even fewer no-knock warrants happening in the future and how agencies have already been turning to technology instead of no-knock warrants. You can view this interview at KSTP-TV.

EXECUTIVE DIRECTOR REPORT

This week, the SRO bill was heard in two committees in the House. There have been multiple amendments to address our concerns that we brought forward in a letter dated February 9. We will continue to work with House and Senate legislators next week as this bill moves forward. The bill will be heard in the Senate Judiciary and Public Safety Committee on Monday. We anticipate one additional amendment that will address our concerns related to the duties of an SRO and the date that the SRO training would need to be completed. Thank you to Brooklyn Park Chief Mark Bruely for his testimony during Wednesday night's House Public Safety Committee.

TRAINING NOTICE RICK HODSDON'S EXTREME RISK PROTECTION ORDERS

The Minnesota Sheriffs' Association is hosting Rick Hodsdon's Live Online Training "Extrem Risk Protection Orders." Two dates available:

February 26, 2024, 12:30 pm to 4:30 pm or February 28, 2024, 8:30 am to 12:30 pm. 

On January 1, 2024, Minnesota joined the growing number of states that enacted a system for Extreme Risk Protection Orders (ERPO), commonly known as Red Flag laws, in an effort to reduce the use of guns for suicide and harm to others by people deemed dangerous to self or others, usually due to major mental health matters. Rick is going to walk you through the new statutes, what they do and do not do, how they are supposed to work, and what experience is showing so far how they really are being used. Since ERPO petitions can be brought by city police, city attorneys, county sheriffs, and county attorneys as well as family members, this class is useful and relevant to all members of those agencies as well as mental health providers and county mental health workers who also may have a role in this new challenging law.

ETI Session Highlight

Lessons Learned From Managing Crisis Events in Small Communities

In a span of several years, a small community in Wisconsin suffered through eight crisis events, including four that garnered national-level media attention. Four of the events involved the loss of human life: a U.S. Army soldier, two police officers, and a woman and her grandson. One event spanned over 4-weeks and involved multiple threats to individuals in the community, government, school officials, and the entire city infrastructure due to the local school district’s investigation into a Title IX issue.

In this session, you will learn how to manage highly public events and consider universal lessons learned.

"I GOT CAUGHT!" CAMPAIGN DISCONTINUED

According to AAA, a review of the program, priorities, and expenses was conducted to determine if this campaign would continue. Following that review, they determined the program would be discontinued in both Minnesota and North Dakota. DQ has advised AAA that if a law enforcement agency is interested in creating a similar, localized program, they should contact their local DQ restaurants to see if they might be interested. There may be other businesses in the communities served that may also have an interest in working with an agency on a similar project.
