Working group formed to discuss deadly force encounters
The Minnnesota Department of Public Safety has announced a working group will discuss police-involved deadly force encounters. Organizers says it will ensure all voices are heard in developing recommendations which may include state or local policy changes, updates to procedures, legislative initiatives, training, officer wellness, community healing, or recognition of best practices utilized by law enforcement agencies.
Minnesota Public Safety Commissioner John Harrington and Attorney General Keith Ellison will serve as co-chairs of the 16-member body. The working group is comprised of people from various backgrounds and communities around the state.
The working group will convene a series of three hearings:
- Investigation, Oversight and Accountability
- Prevention and Training; Officer Wellness and Community Healing
- Policy and Legal Implications
Each hearing will have three to four panels; each panel will consist of 3-4 witnesses who will provide testimony relevant to the theme for the day. Panels and witnesses will represent community, academia, subject matter experts, law enforcement and prosecutors. Hearings will be open to the public.
Working Group Media Coverage
At the conclusion of each hearing, there will be a public comment period for feedback relevant to the topics discussed. All feedback – including witness testimony, in-person comments and email contact - will be documented for the record and considered during working group deliberations.

- Hearing One: Saturday, Aug. 17. The topic will be Investigation, Oversight and Accountability.
- Hearing Two: Saturday, Sept. 28. The topic will be Prevention, Training, Officer Wellness and Community Healing.
- Hearing Three: Thursday, Oct. 17. The topic will be Policy and Legal Implications

Public safety community mourns the loss of North Air Care flight team
 Investigators have identified the two crew members who died and a third who was injured when a medical helicopter crashed at the Brainerd airport. North Memorial Health said pilot Tim McDonald and flight nurse Deb Schott died at the scene after the AgustaWestland A-109 helicopter crashed about 1 a.m. June 28th at the Brainerd Lakes Regional Airport. Paramedic Josh Duda was injured in the crash.
Funeral services were held Wednesday July 3rd for Schott at the high school in Howard Lake. In addition to working for North Air Care, she was also an emergency room nurse and former member of the Winsted Police Reserve.
Funeral services for North Memorial Health Air Care Pilot Tim McDonald will be held on Tuesday July 9, 2019 at 1100hrs. Services will be located at Celebration Church

Two off-duty Wisconsin officers killed in separate incidents
It has been a difficult start to the week for Wisconsin police. Law enforcement is mourning the deaths of two off-duty officers in separate incidents. In Racine, a 24-year veteran officer was shot and killed Monday night as he intervened during an armed robbery at a bar.
Officer John Hetland "took immediate action to stop this felony in progress in order to protect life and property," said his chief, Arthel Howell following the incident. Multiple law enforcement agencies are searching for the gunman, according to a report in the Milwaukee Journal Sentinel. He wore a mask when he first entered Teezers Bar and Grill and then ran out of the back door and fled after a struggle.
To the north, an off-duty Milwaukee police officer was killed in a crash early Tuesday morning when a repeat drunken driver ran a red light and hit the officer's car. The officer was Kou Her, a two-year veteran of the department.
After finishing up his shift, Her was driving home when a driver ran a red light at North 60th Street and West Capitol Drive, Police Chief Alfonso Morales said at a 7 a.m. news conference. A 34-year-old Milwaukee man was arrested in connection with the crash. The man has four operating while intoxicated convictions, and was on probation on a 2017 OWI conviction, Morales said. |
