Course Summary

The Minnesota Chiefs of Police Association has broadened its leadership training offerings to civilian city leaders.  This training will provide city managers, administrators and elected city council members a better understanding of police departments and their 21st Century challenges.  

The six-hour session will cover the management and coordination of use of deadly force incidents, prudent investments in public safety technology, including body-worn cameras, effective recruiting of quality police chief candidates, smart, strategic decision making around police training and the alignment of a police department’s culture with its community’s expectations.

While the content would be geared toward city leaders, chiefs are encouraged to attend to assist in building a common community law enforcement vision using a global view of where a police department fits into the overall city structure.

Learning Objectives

  1. Course attendees will learn about the changing role of police chiefs in the 21st century especially as it relates to community engagement, expectations for working with diverse communities including those who are mentally ill or in crisis, and gaining public support in carrying out the law enforcement mission
  2. Course attendees will learn about the response, investigation and dynamics of an Officer Involved Shooting (OIS)
  3. Course attendees will learn about the importance of training for law enforcement officers and the need to properly fund the training function for law enforcement
  4. Course attendees will learn about the importance of technology and its policy and budget implications for communities
  5. Course attendees will learn about the importance of choosing your law enforcement leadership and how to a culture of excellence in your city’s law enforcement agency

Introductions

Session 1 (9:00 am to 10:00 am) – The Anatomy of a Critical Incident - BCA - (Supt. Drew Evans or Assistant Supt. Jeff Hansen)

Session 2 (10:15 am to 11:15 am) – The Critical Incident Experience (Chief Mike Goldstein and City Manager Dave Callister from the City of Plymouth) and Chief Tim Fournier and Community Development Director Jeff Sargent from the City of New Hope)

Session 3 (11:30 am to 12:30 pm) – Investing in 21st Century Public Safety Technology (Chief Eric Gieseke and Tom Venables, IT Director from the City of Burnsville)

Lunch – 12:30 pm to 1:00 pm

Session 4 (1:00 pm to 2:00 pm) –  Recruiting high quality law enforcement leadership to your city (Sharon Klumpp, Sr. Vice President, Springsted Companies)

Session 5 (2:15 pm to 3:15 pm) – Police Training – The Basics and Beyond (Nate Gove, Executive Director MN POST Board)

Session 6 (3:30 pm to 4:00 pm) – Creating a culture of excellence in your police agency (Chief Paul Schnell from the City of Inver Grove Heights)
