Executive Director Report
The IACP Conference wrapped up earlier this week in Denver. About 125 attendees from Minnesota were at the Conference. Here are a few highlights from the Conference that included Minnesota law enforcement members:
- On Saturday, Maple Grove/MCPA SACOP Rep. Chief Eric Werner proposed a resolution to the IACP Executive Board to establish a fair and consistent process for Brady/Giglio designations. Having IACP support is a huge step forward in establishing clear and consistent Brady/Giglio practices across the nation.
- On Sunday afternoon, nearly every attendee from Minnesota gathered for some fellowship and networking. This event was made possible by MCPA and our sponsor, Peregrine Technology.
- On Monday, BCA Superintendent Drew Evans represented Minnesota in excellent fashion at the IACP General Session. Supt. Evans participated in a panel discussion titled "Policing Amid Political Turbulence: Responding to Violence in a Divided Era". Other panelists included Jim McDonnell, Chief of Police at the Los Angeles Police Department, and J. Thoms Manger, Chief (Ret.) United States Capitol Police. Kudos to Supt Evans for doing an excellent job of representing Minnesota Law Enforcement leadership
- Also on Monday, the IACP awarded the highly coveted "IACP Police Officer of the Year" to Minneapolis Police Officers Jamal Mitch (posthumous), Nicholis Kapinos, Luke Kittock, and Eric Withanom for their heroic actions and bravery on May 30th, 2024. Congratulations to these MPD Officers for this award.
IACP 2026 Orlando: For those planning to attend IACP next year in Orlando, there have been significant issues with the hotel reservation system. According to IACP staff, the room block assigned to Minnesota, Wisconsin, Arizona, North Dakota, and South Dakota is currently full; however, additional rooms will be made available in the coming months.

Leadership Academy – December 9-12
MCPA will host its Leadership Academy December 9-12 at Camp Ripley in Little Falls. This 3.5-day program is designed for first-line supervisors and middle managers preparing to step into leadership roles. Key topics, including complaint sorting and discipline, performance appraisals, general leadership principles, and media relations musts for every police department.
Registration is open until December 1, 2025.
Fall Leadership Summit
There’s still time to register for the MCPA Fall Leadership Summit at Cragun’s Resort in Brainerd, November 18–20. Chiefs and Command Staff from across Minnesota will gather for two and a half days of professional development, connection, and leadership growth.
The agenda features sessions on AI in investigations, leadership wellness, legislative updates, POST Board updates, and a report on officers injured in the line of duty.

Chief New Retirement Celebration

New Expungement Manual Available for Law Enforcement and City Attorneys
Attorney Richard Hodsdon has shared a new Expungement Manual that he and the Minnesota Sheriffs’ Association (MSA) believe will be helpful for law enforcement leaders, city attorneys, and staff.
Hodsdon’s expungement training began as a half-day course and has since grown into a full-day session due to increasing interest. The manual serves as a practical reference for those handling expungement matters.
Because the topic continues to evolve, MSA plans to offer the training quarterly in 2026, with the first session on January 27, 2026. The class will be available in person and online, and CLE credit has been approved in the past for city attorneys.
City of Indianola, Iowa Hiring Police Chief
The City of Indianola, Iowa (population 16,000) is seeking an experienced and adaptable law enforcement professional to serve as its next Chief of Police.
The ideal candidate is a forward-thinking leader with a strong commitment to community-oriented policing and a proven record of implementing modern policing strategies. The City values open-minded, collaborative leadership and respect for diverse viewpoints.

Peer Support Training for Law Enforcement Leaders
Strengthen your department’s wellness culture with the MCPA Peer Support Training, designed to help chiefs and command staff build effective, sustainable peer support programs. Participants will learn best practices for selecting, training, and supporting peer team members while fostering trust and resilience within their agencies.
