Executive Director Report

The MCPA Legislative Committee has met twice to review 18 legislative proposals that members submitted. The third and final meeting is scheduled for Oct. 8 at 0900-1000. 

We continue to see more and more interest from our members in the Legislative Process. To further inform our members of the proposals that have been submitted, I am sharing the link (below) to a survey that was sent out to our Legislative Committee members earlier this week. The survey is the tool we use to determine the MCPA position on each of the proposals. Typically, we like to have a solid majority of our members in favor of a legislative proposal before we add the proposal to our official Legislative Agenda for the upcoming Legislative Session.

If you are the Chief of your agency, feel free to complete the survey if you feel comfortable doing so. The deadline to complete it is Tuesday, Oct. 7 at 1000.

Fall Leadership Summit November 18–20

We’re only weeks away from the MCPA Fall Leadership Summit at Cragun’s Resort in Brainerd. From November 18–20, Chiefs and Command Staff from across Minnesota will come together for two and a half days of professional development, connection, and leadership growth.

This year’s agenda features sessions on artificial intelligence in investigations, leadership wellness, legislative priorities, POST Board updates, and the latest report on Minnesota officers injured in the line of duty. View the schedule online.

The cost to attend is $280 per person, which includes all training sessions, materials, and group meals.

Small Agency Scholarships

With support from the Minnesota Chiefs of Police Foundation, scholarships are available to assist Chiefs from small agencies in attending the Leadership Summit. Applications are due by October 3.

Master's Degree Survey

The MCPA is exploring the development of an intensive leadership and management program designed to prepare experienced law enforcement professionals for senior command roles. The program would be similar to Northwestern’s Police Staff & Command School or the FBI Academy.

We are also exploring a partnership with a university, which could allow participants to transfer program credits toward earning a Master’s degree.

Leadership Academy – May 2026

The Minnesota Chiefs of Police Association (MCPA) will host its Leadership Academy May 18–21, 2026, at Camp Ripley in Little Falls. This 3.5-day program is designed for first-line supervisors and middle managers preparing to step into leadership roles. Key topics, including complaint sorting and discipline, performance appraisals, general leadership principles, and media relations musts for every police department.

MPPOA Executive Director Search

The Minnesota Police and Peace Officers Association (MPPOA) is looking for its next Executive Director. 

For more than 100 years, MPPOA has been the largest organization representing Minnesota’s law enforcement officers. With more than 10,000 licensed police officers and associate members, the MPPOA is the voice for law enforcement at the Capitol and in the media. The MPPOA provides strong advocacy and legal defense to protect officers when they need it most.

Nominations Open for 2025 Minnesota Association of Women Police Awards

The Minnesota Association of Women Police (MAWP) Board is seeking nominations for its annual awards, recognizing outstanding female officers across Minnesota for their service in 2025.

These honors highlight the strength, skills, and dedication of women in law enforcement, while inspiring both current and future generations of officers.
