Several months ago, we were asked to help agencies with getting approvals to install Automatic License Plate Readers (ALPR) in the Department of Transportation/State right-of-way property. MCPA Members see great value in this technology and want to expand the use to installations along state highways to help solve crimes in their communities.

We met with the Commissioner of the Department of Transportation and reached an agreement for a pilot project in two communities back in 2024. The pilot project went well, and the DOT has now approved an application process for the use of ALPR in the State right-of-way in all areas of the state. 

Prior to the installation of an ALPR system on DOT right-of-way property, you are required to submit an application to DOT. Below is a link to the application. I have reviewed the application, and it looks to be pretty straightforward. However, DOT requires a security deposit when applying for one of these permits. Fall Leadership Summit November 18–20

MCPA’s Fall Leadership Summit is just around the corner. From November 18-20 at Cragun’s Resort in Brainerd, Chiefs and Command Staff from across Minnesota will gather for two and a half days of professional development, connection, and leadership growth.

This year’s program includes general sessions on artificial intelligence in investigations, leadership wellness, updates from the POST Board and state agencies, legislative priorities, and the latest report on Minnesota officers injured in the line of duty. The full schedule is now available online.

The cost to attend is $280 per person, which covers all training sessions, materials, and group meals.

Lodging Deadline – October 21

Attendees can reserve rooms at the special MCPA group rate until October 21 using [this lodging link]. After that date, reservations must be made directly with Cragun’s at the resort’s regular rate.

Small Agency Scholarships

With support from the Minnesota Chiefs of Police Foundation, scholarships are available to assist Chiefs from small agencies in attending the Leadership Summit. Applications are due by October 3.

Master's Degree Survey

The MCPA is exploring the development of an intensive leadership and management program designed to prepare experienced law enforcement professionals for senior command roles. The program would be similar to Northwestern’s Police Staff & Command School or the FBI Academy.

We are also exploring a partnership with a university, which could allow participants to transfer program credits toward earning a Master’s degree.

MPPOA Executive Director Search

The Minnesota Police and Peace Officers Association (MPPOA) is looking for its next Executive Director. 

For more than 100 years, MPPOA has been the largest organization representing Minnesota’s law enforcement officers. With more than 10,000 licensed police officers and associate members, the MPPOA is the voice for law enforcement at the Capitol and in the media. The MPPOA provides strong advocacy and legal defense to protect officers when they need it most.

Legislative Proposal Targets Police Impersonation

A bill introduced this month would elevate the crime of impersonating a police officer to a felony and increase penalties for those caught. MCPA Executive Director Jeff Potts voiced support for the proposal, noting the serious risks posed when individuals pose as law enforcement.

New Resource on Suicide Prevention in Law Enforcement

Former MCPA conference presenter Mike Mirarchi has published an article in the International Association of  of Law Enforcement Standards and Training (IADLEST) magazine focused on suicide prevention in law enforcement.

The piece was inspired by discussions at the United States Law Enforcement Foundation (USLEF) in Titusville, Florida, where concerns were raised about officers not seeking help due to stigma and peers hesitating to speak up because of the “code of silence.”

Mirarchi developed a guide highlighting warning signs that should never be ignored, suggested scripts for difficult conversations, and steps to take if someone reveals suicidal intent or is struggling themselves. The goal, shared with USLEF, is to help reduce suicides among officers.
