C-Notes August 8, 2025

Posted By: Luke Cardona C-Notes,

We are ready to begin the process of creating our legislative agenda for the 2026 Legislative Session. Our members consistently rank the work that MCPA does to represent our membership at the Capitol as one of our most important services.

The process we use to create our legislative agenda includes soliciting proposals from our membership. Those proposals will then be reviewed and discussed by our Legislative Committee. A survey will be created and distributed to the Legislative Committee to help gauge the level of support for each of the proposals that have been submitted.

Ultimately, the MCPA Board of Directors will vote to adopt a final legislative agenda in October. The legislative agenda that is developed by our membership and adopted by our Board of Directors serves as the roadmap for our legislative efforts at the upcoming 2026 Legislative Session.

If you would like to submit a Legislative Proposal for the upcoming session, please complete this form (it's only 3 questions). We also ask that you briefly describe your proposal at one of the upcoming Legislative Committee meetings. Those meetings are virtual and will be scheduled for sometime in mid to late September.

If you would like to serve on the MCPA Legislative Committee, please send me an email and I will add you to the list. It is always best to have members from all over the State representing small, medium, and large agencies. Because the meetings are virtual, you won't have to drive to our office for the meetings. Please consider joining this important Committee!

Thank you,

Jeff Potts
Executive Director

Final Round of ICPOET Grant Funding

The Department of Public Safety, Office of Justice Programs (DPS-OJP) is requesting proposals to fund the Intensive Comprehensive Peace Officer Education & Training (ICPOET) program. The program is intended to address the critical shortage of peace officers in the state by providing grants to law enforcement agencies that have developed a plan to recruit, educate, and train highly qualified two-and four-year college graduates to become license-eligible Minnesota peace officers.

Approximately $400,000 in state funds are available for 18-month grants. The program period will be January 1, 2026, through June 30, 2027. Local units of government including cities, counties and tribal governments are eligible to apply.

Beginning July 15, the RFP will be open and available to view at the OJP website. All applications must be submitted using the e-grants web-based grants management system by 12:00 pm CST on Tuesday, August 15, 2025. For more information contact Mary Vukelich at Mary.vukelich@state.mn.us.

    Your Next Drug Interdiction Tool

The Minnesota VCET (Violent Crime Enforcement Teams) Grant Program is now open for 2026–27. This funding supports law enforcement agencies in disrupting drug trafficking and gang activity through targeted enforcement and advanced tools.

One powerful solution to consider for your application: the MX908 handheld mass spectrometer.

The MX908 rapidly identifies trace and bulk quantities of high-risk substances, including:

    • Fentanyl and over 2,000 fentanyl analogs
    • Methamphetamine
    • Counterfeit opioids
    • Nitazenes
    • MDMA, ketamine, and more

    Why it matters:
Drug traffickers are increasingly concealing narcotics in microgram quantities—in low-concentration pills, on currency, packaging, or personal items. The MX908's trace-level sensitivity enables officers to detect these threats before they escalate into larger incidents. Both trace and bulk identification provide critical, admissible evidence that supports prosecution, helping agencies build stronger cases from the field to the courtroom.

VCET Application Deadline: August 8, 2025
