The Executive Training Institute (ETI) is an annual training event and Expo that brings together more than 400 law enforcement leaders across Minnesota to learn from peer and national experts, share experiences, and collaborate on solutions tailored to today's unique policing environment. ETI is designed to equip law enforcement leaders with the latest knowledge, skills, and strategies to address common challenges faced by fellow police departments.

ETI Small Agency Scholarship Program

The Minnesota Chiefs of Police Foundation (MCPF) proudly supports small law enforcement agencies through the ETI Small Agency Scholarship Program. For 2025, the program will award 20 scholarships of $1,000 each to chiefs from departments with 10 or fewer officers to attend the 2025 ETI Conference in Rochester (April 7–10, 2025). 

These scholarships ensure small agencies can participate in this essential training without straining their budgets.

Cancellation policy

When registrations are canceled for MCPA training events, the following refund policies will apply:

  • Cancellations requested more than one month prior to the start of the event will receive a full refund, less a cancellation fee of $75 or 25%, whichever is smaller.
  • Cancellations requested two weeks to one month prior to the start of the event will receive a 50% refund.
  • Cancellations requested less than two weeks prior to the start of the event will not be refunded.

 Refunds may be issued by check or credit card.  

 There are two alternatives to canceling a registration:

  • Agencies may opt to substitute a different attendee for the person who originally registered for no additional fee and should notify MCPA of the change prior to the class so POST credit can be properly assigned.
  • The registrant may transfer their registration to the next scheduled offering of the same class, as long as MCPA is notified at least two weeks prior to the start of the original registration’s start date.
