Two Weeks Left to Enroll in the Legal Assistance Program (LAP)
I want to remind you all that there are only two weeks left to enroll in the MCPA Legal Assistance Program (LAP) for the 2025–2026 coverage year. This program continues to be one of the most important benefits we offer, providing legal representation for Chiefs and Command Staff when it's needed most. Since launching, LAP has helped dozens of members navigate complex situations, and I've heard firsthand how valuable this protection can be. We have been able to protect our members from unsubstantiated allegations, complaints and abuse from members of their communities. When these situations happen you need legal representation and the LAP is a great way to protect yourself.
Enrollment is open now through June 30. The annual cost is $150. It's a small investment for the peace of mind it provides. Last year, over 130 members signed up.
If you're already enrolled, you'll receive an email this week with instructions to renew your coverage. If you're not currently enrolled but would like to join, you can sign up at mnchiefs.org/lap. If you have any questions about the program, please don't hesitate to contact me directly.

Final Round of ICPOET Grant Funding
Although the ICPOET (Intensive Comprehensive Peace Officer Education & Training) grant program did not receive additional legislative funding this year, the Department of Public Safety – Office of Justice Programs (DPS-OJP) is opening one final, limited round of grant funding using remaining program dollars.

Federal Grant Opportunity to Support Agency Accreditation
MNLEAP would like to highlight a federal grant opportunity through the U.S. DOJ COPS Office that can provide financial assistance to agencies pursuing accreditation.
The FY25 Community Policing Development (CPD) Accreditation Program is designed to help law enforcement agencies implement effective practices, improve outcomes, and promote safer communities. Grant funds may be used to support agencies in completing the accreditation process, as well as to assist national and state accreditation bodies.
Accreditation ensures agency policies and procedures meet the highest professional standards. Communities benefit from knowing their law enforcement agencies are committed to accountability, transparency, and best practices in policing.

Advanced Gun Laws Training
This class builds upon the basic class that many have attended and is also useful to those who have not attended that class but are involved with any aspect of purchase and carry permits. The course starts where the basic 4 hour class left off. In class we will dig much deeper into the analysis behind federal and state disqualifications, examine common but troubling issues, and help you either develop or review your existing process for permit analysis. We will also work on pointers and process to increase the successful outcome chances in the event of permit litigation either through denial, voiding or revocation proceedings. Because there is an increasing number of petitions to restore firearms rights under state law we will develop some policies and procedures to work with your prosecutors to defend these cases as well.

Criminal Justice Mental Health Summit 2025
October 22–24, 2025 | North Metro Event Center, Shoreview, MN
Hosted by LETAC, this in-person summit offers practical, case-based training for law enforcement, legal professionals, and behavioral health providers. Topics include officer wellness, suicide-by-cop, autism-informed response, legal liability in mental health calls, and co-responder models.
Speakers include trauma experts, public health professionals, and a retired officer who responded to the 1 October mass shooting in Las Vegas. Registration is $349 and includes breakfast and lunch each day.
