This has been a busy week for MCPA. I want to let all of our members know that we are working hard on getting the Fall Conference Registration materials ready to send out. The conference will be November 18-20, 2025, at Cragun's resort near Brainerd, MN. The really exciting news this week is that the Minnesota Chiefs of Police Foundation (MCPF) has generously agreed to provide $10,000 in small agency scholarships. The cost of this conference is expected to be around $500 per attendee, which is broken down into a $280 registration fee and $105 per night for lodging. The scholarships will be $500 per attendee, similar to the Small agency scholarships for ETI. Conference details and registration will be sent out in C-Notes within the next 2-3 weeks.

We are also excited to report that another round of Community Partnership grants will be announced in July. MCPF has agreed to award $100,000 in community partnership grants to police agencies across the state! The grant process will be similar to last year's, but we will open it up approximately two months earlier than last year. Stay tuned to C-Notes for the grant application materials in mid-July.

Lastly, the Department of Public Safety would like to hear from our members about the recent murders of House Rep. Melissa Hortman and her Husband, Mark Hortman, and the shooting of Sen John Hoffman and his wife, Yvette Hoffman. This has been reported to be the largest search in State history. With any major incident, it is highly beneficial to conduct a post-incident debrief of the incident. DPS will be hosting a debrief for anyone who would like to participate on Wednesday, July 9, from 12:30-1 pm. The intent of this debrief is to provide updates on the status of the case as well as to hear from agencies who participated in or were impacted by the events that took place on June 14th-15th.

Enroll in MCPA’s Legal Assistance Program

Time is running out to enroll in the Minnesota Chiefs of Police Association’s Legal Assistance Program (LAP) for the 2025–2026 coverage year. The enrollment deadline is Friday, July 11, 2025.

LAP continues to be one of the most valuable benefits offered by MCPA, providing legal representation to Chiefs and Command Staff when it is needed most. Since its launch, the program has helped dozens of members navigate complex legal and professional situations, including unsubstantiated allegations and complaints. This coverage offers members peace of mind and critical support during challenging times.

The annual cost is $150. Last year, more than 130 members participated in the program.

Renewal invoices have been emailed to all current LAP participants. If you have not received yours or do not plan to renew your coverage this year, please contact us at [email protected] so we can assist or update our records.

Members who are not currently enrolled can sign up at mnchiefs.org/lap. For questions about the program, contact Executive Director Jeff Potts.


Final Round of ICPOET Grant Funding

Although the ICPOET (Intensive Comprehensive Peace Officer Education & Training) grant program did not receive additional legislative funding this year, the Department of Public Safety – Office of Justice Programs (DPS-OJP) is opening one final, limited round of grant funding using remaining program dollars.
