Executive Director Report

I wanted to take a moment to highlight the valuable MCPA Legal Assistance Program, which offers legal representation to our Chiefs and Command Staff Members. This program, while still relatively new, has already provided legal assistance to dozens of our members, demonstrating its importance and effectiveness.

The annual cost for this crucial protection is only $150, a small investment for the peace of mind it provides. Last year, we had over 130 members enroll in the Legal Assistance Program, which speaks volumes about the value our members see in it.

I strongly encourage each of you to consider the benefits of this program and sign up for this essential protection.

The LAP enrollment period for the 2025-2026 year has already begun. LAP annual calendar runs from July 1 to June 30.  For those who are already enrolled in the LAP, you will receive an email this week to renew your coverage.

If you are not currently enrolled but would like to sign up for coverage, you can do so using the enrollment link below.

Federal Grant Opportunity to Support Agency Accreditation

MNLEAP would like to highlight a federal grant opportunity through the U.S. DOJ COPS Office that can provide financial assistance to agencies pursuing accreditation.

The FY25 Community Policing Development (CPD) Accreditation Program is designed to help law enforcement agencies implement effective practices, improve outcomes, and promote safer communities. Grant funds may be used to support agencies in completing the accreditation process, as well as to assist national and state accreditation bodies.

Accreditation ensures agency policies and procedures meet the highest professional standards. Communities benefit from knowing their law enforcement agencies are committed to accountability, transparency, and best practices in policing.

Virtual Info Sessions on Statewide School Mapping Project

In 2024, the Minnesota Legislature allocated $7 million from the 9-1-1 special revenue fund to support digital mapping of schools across the state. The funds will be distributed as grants to regional emergency communications/services boards.

The Department of Public Safety issued its notice of grant opportunity in early April for regions to apply for grant funds. Six of the seven regions joined together to apply as one, with the Metropolitan Emergency Services Board serving as the grant administrator and manager. Those regions are Central, Metro, Northeast, Northwest, South Central, and Southeast (see this map for the region locations). Grant applications were due on May 16, and DPS hopes to release award letters on June 20, 2025.

In the meantime, the collaborating regions are hosting two virtual informational sessions for public safety personnel (law enforcement, fire, EMS, PSAP, emergency management, etc.) to provide an overview of the project and answer questions. The sessions will include a brief presentation and Q&A and are being hosted virtually by the City of St. Cloud.

Public Safety Info Session Dates:

A recording and transcript of the sessions will be posted on the MESB website. Separate sessions for school administrators will also be held.
